11114111% 41“0(1111 IS Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: April 6, 2011 RE: 2011 Street and Utility Improvements Project Bids were opened for the above referenced project at 10:00 a.m. on Wednesday, March 23, 2011 in accordance with the Advertisement for Bids. The project consists of the reconstruction of Dianna Lane and the mill /reclamation and paving of Jessica Court, Ontario Road, and Payne Avenue. Four (4) bids were received from the following companies listed below from lowest to highest total bid: Corporation Total Base Bid T. A. Schifsky & Sons $733,521.87 Hardrives, Inc. $812,238.69 Astech Corp. $875,882.50 North Valley $974,605.40 The engineer's estimate completed at the end of plan and specification preparation estimated the construction cost at $830,800.00. Based on the bids received, T. A. Schifsky & Sons is the low bidder. The low bid received, based on the engineer's estimate, appears to be competitive and the bids have been reviewed for errors and /or omissions. T. A. Schifsky & Sons was the Contractor on several past projects in the City over the last few years and past experience with them reflects that they are a responsive and responsible bidder. Information regarding the low bid and the affects of the low bid on the assessments were sent out to the residents of Jessica Court, Ontario Road, and Payne Avenue. Residents were asked to contact City staff with any questions or concerns and were invited to attend the Council Meeting. There is a reduction of the proposed assessment amounts from those proposed at the public hearing and therefore we do not anticipate any objections to moving forward with the project, but a summary of any concerns received will be provided at the meeting. With that in mind there are significant cost savings that will be realized from the competitive bids we received. We would recommend the City Council award the project to the low bidder, T.A. Schifsky & Sons.
