MINUTES <br />Parks & Recreation Commission <br />January 6, 2011 <br />Sanders stated it might be best to have the grading done after the 2011 Canadian Days <br />weekend because the newly graded area's grass or sod might not be fully established for the <br />2011 event. The concentrated traffic could damage any grassy area that is not fully <br />developed. <br />Sanders commented that this is an area that will require a large quantity of fill and grading. <br />Sanders and Morelan agreed that they need more detailed information from the Canadian <br />Days Committee before proceeding further with this request. <br />GUEST: Chair Fahey recognized Don Gagne in the audience and asked if he wished to speak to the <br />commissioners. Don Gagne, 2828 Condit Street, stated he had two concerns he would like <br />to address. <br />#1 — He stated is he very concerned about the safety of the walkers and bikers on Country <br />Drive because there are no white line markings on the road He said there are children <br />getting off school buses and he is concerned because of the speed and number of trucks on <br />that road. He suggested a white stripe be painted on both sides of the road to define the <br />driving lanes and to give the bikers and walkers a marked area on the side of the road. <br />Gagne stressed that he thought this was a dangerous situation and has great potential for <br />future accidents. <br />Sanders stated he thought that Gagne had a good suggestion, but said it would have to be <br />discussed with the City Engineer to determine if there was enough pavement for the minimal <br />footage required for the driving lanes to have a walking area on the sides. <br />Maida stated that Country Drive was a marked as #1 priority this past year by the Park & <br />Recreation commissioners when they categorized the work to be done on trails within the <br />city. Morelan commented, too, that Country Drive was in the Trails Comprehensive Plan. <br />Gagne, again, repeated his safety concern for all the youth in that area in the apartment <br />buildings and trailer court and many residents from those areas also catch the city bus along <br />that road. He stated many people use Nadeau and Condit as alternate streets to avoid <br />walking on Country Drive. <br />#2 — Gagne explained his other safety concern is at the junction of Country Drive and Little <br />Canada Road He said there is a No Right Turn sign for the people exiting off 35 -E and <br />going west onto Little Canada Road. The sign is small, located across the wide intersection, <br />and hardly visible by motor vehicle drivers. Many drivers stop, look left, see no traffic <br />coming and proceed to make a right turn, just as they do on most other intersections. They <br />fail to see the small sign across the intersection and also fail to see the traffic proceeding <br />through the intersection to the left off of Country Drive. Gagne said he has seen broken <br />glass at this intersection, noting accidents have already occurred at this junction. <br />Page 2 of 4 <br />
