MINUTES <br />Parks & Recreation Commission <br />January 6, 2011 <br />In as much as Gagne noted that he did not know if this was a suggestion that should be <br />directed to the Park & Recreation Commission, he also noted that he needed to stress the <br />possible traffic hazard at this intersection in hopes action would be taken to prevent future <br />accidents. Some commissioners commented that the Ramsey County sheriff's traffic patrol <br />has ticketed many drivers who have turned right at that stop light, but that doesn't prevent it <br />from happening in the future. When Gagne was asked how he thought it could be improved <br />he stated a red arrow has been added to the street Tight but also thought a larger No Turn on <br />Red sign should be posted. He had made a large plywood sign with the wording and had <br />posted it on the south side of the intersection but it was removed. Gagne also thought a <br />flashing red light might make drivers more aware of the traffic coming into the intersection <br />from all directions. Gagne did say that high speeds were not a factor as most cars have <br />stopped before proceeding onto Little Canada Road. Maida asked who he had previously <br />contacted about this concern and he replied that he had already talked with the Ramsey <br />County Sheriff's Department, city officials, and MN Dot employees. <br />Chair Fahey thanked Gagne for attending and bringing the commission his concerns. <br />Sanders and Morelan reconfirmed that they would discuss with the city engineer the <br />possibility of striping Country Drive to accommodate walkers and bikers. <br />Morelan also stated that the city has their Goal Setting Session on February 1 s` and a <br />suggested feasibility study for the project could be presented at that time. <br />OLD <br />BUSINESS NORTH /SOUTH TRAIL CONNECTION — STATUS REPORT <br />Sanders recommended a workshop be set with the City Council members to discuss and <br />review the status of this project. Morelan stated he would work on setting up a date with <br />them prior to one of their regular City council meetings, and once set he will work on an <br />agenda for the meeting. <br />Sanders distributed a draft of the Troutbrook Trail he composed. Chair Fahey suggested that <br />all commissioners read the draft and have it as an item on the agenda for discussion at the <br />February meeting. <br />GRAFFITI ORDINANCE <br />Morelan said the City is working on approving it and incorporating it with additional <br />changes to the current city ordinances. <br />OTHER Morelan distributed the Winter Youth Activities Registration forum and the registration form <br />for a MN Wild Hockey bus trip. He reported that the city is still taking some late <br />registrations for some of the activities. The Little Canada Park & Recreations Department <br />usually sponsors two bus trips to MN Wild hockey games each year. This one is planned for <br />February 12 vs. the St. Louis Blues. <br />Page 3 of 4 <br />
