MINUTES <br />Parks & Recreation Commission <br />February 3, 2011 <br />STRIPING COUNTRY DRIVE FOR WALKERS /BIKERS <br />Sanders reported he had discussed this request with Lee Elfering, the City Engineer. Sanders <br />showed the commissioners on a large map the area of Country Drive that Gagne had <br />requested to be striped to assist with the safety of walkers and bikers. He reported that <br />Elfering said the street has a 36 foot width. Allowing for a 12 foot driving lane for both <br />directions there would still be room for the required 6 foot on both sides striped for <br />bikers /walkers. Sanders commented that the six foot requirement was adequate for a striped <br />pedestrian walkway and thought it was feasible to accomplish. He also stated that MN Dot <br />would have to approve the striping. Sanders suggested the striping be continued along <br />Country Drive all the way to the Rice Street intersection. <br />Morelan commented that at the location by the Porterhouse on Country Drive that a six foot <br />striped walkway was impossible because the road was too narrow there because of the turn <br />lane. He also said that Country Drive was a State Aide Road, where the city keeps the road <br />up to MN Dot's required standards. <br />Chair Fahey asked if we could check with MN Dot before the summer to see if this striping <br />would be possible. Sanders said the City Engineer would normally handle this request to <br />contact MN Dot. Fahey asked that Morelan handle the follow -up with this project. <br />Morelan also stated that Joel Hanson, the City Administrator, had sent letters last November <br />to Ramsey County in response to Gagne's request to improve the stop lights and signage at <br />the intersection of Country Drive and Little Canada Road. The County has since added <br />additional signage for no right turn allowed. Steinwall said she had researched the topic and <br />found out that the County can not make the signs bigger but she suggested to them that a <br />blinking light be added so people are aware that right turns onto Little Canada Road are not <br />allowed from the off ramp with a red light. It was agreed by all commissioners that the local <br />drivers, along with drivers unfamiliar with the area, were at fault in continuously making <br />right turns. <br />JOINT WORKSHOP WITH CITY COUNCIL & PARK & RECREATION <br />COMMISSION <br />Morelan said both Chair Fahey and the Mayor would not be able to be in attendance for a <br />workshop on February 23. He said he thought it was important that both these individuals <br />be present at a joint worksho ?, so recommended it be re- scheduled for the first council <br />meeting in April on April 13". <br />Sanders recommended that an agenda be made for topics to discuss at this workshop. He <br />suggested that the Troutbrook Trail and other trail issues, Country Drive striping and <br />neighborhood parks be possible agenda items to discuss. Fahey recommended that the <br />commissioners offer additional ideas for agenda items at the March meeting. <br />Page 2 of 5 <br />
