MINUTES <br />CITY COUNCIL <br />MARCH 23, 2011 <br />*RENEWING THE 2011 SAFETY TRAINING CONTRACT WITH <br />SAFEASSURE AND AUTHORIZING THE ACTING MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE THE CONTRACT ON <br />BEHALF OF THE CITY; <br />*APPROVING A TWO YEAR EXTENSION OF FINAL PLAT <br />APPROVAL FOR THE WHISPERING PINES ADDITION UNTIL <br />MARCH 24, 2013; <br />*APPROVAL OF FINAL PAY REQUEST FOR T. A. SCHIFSKY FOR <br />2009 MILL AND OVERLAY IMPROVEMENTS AS <br />RECOMMENDED BY THE CITY ENGINEER; <br />•CALLING A WORKSHOP MEETING TO REVIEW ACTION PLANS <br />& INFORMATION UPDATE FOR WEDNESDAY, APRIL 27, 2011 AT <br />6:00 P.M.; <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PERSONNEL The City Administrator reviewed the staff report relative to an amendment <br />POLICY to the City's Personnel Policy which would expand the use of sick leave <br />AMENDMENTS to allow an employee to use his /her sick leave to care for parents. The <br />City Administrator reported that a survey of ten neighboring communities <br />showed that all allowed this usage, typically allowing sick leave to <br />accompany a parent to a doctor's appointment or to be with them during <br />surgery. The Administrator noted that there were a couple of <br />housekeeping amendments also proposed correcting a couple of typos and <br />further clarifying that sick leave and vacation leave cannot be combined <br />with regular hours worked to generate overtime or compensatory time. <br />Reis asked about the generation of overtime or comp time for Public <br />Works staff doing snowplowing. The City Administrator explained that <br />the City tries to minimize the generation of overtime or comp time when <br />snow events occur during the week by modifying work hours. However, <br />this is more difficult to do when those events occur on the weekend. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -3 -65 — AMENDING THE PERSONNEL <br />POLICY AS OUTLINED BY THE CITY ADMINISTRATOR IN THE <br />STAFF REPORT DATED MARCH 17, 2011 RELATIVE TO THE USE <br />OF SICK LEAVE AS WELL AS HOUSEKEEPING ITEMS RELATED <br />4 <br />
