MINUTES <br />CITY COUNCIL <br />MARCH 23, 2011 <br />The City Administrator indicated that he would forward the listing to Peter <br />Leatherman for incorporation into the draft City survey. The draft will <br />then be reviewed by the Council at the April 13th workshop meeting that <br />staff is proposing. The goal would be to finalize the survey draft at that <br />workshop. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -3 -66 — CALLING A WORKSHOP MEETING <br />FOR WEDNESDAY, APRIL 13, 2011 AT 5:30 P.M. WITH DECISION <br />RESOURCE TO FINALIZE CITY SURVEY QUESTIONS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />LIQUOR The City Clerk reviewed her report dated March 17, 2011 recommending <br />LICENSE that the Council call for a public hearing to consider an increase in the <br />FEES 2011 On -Sale Liquor License fee and the On -Sale Wine License fee. She <br />explained that for the past five years, the Council's policy has been to <br />increase these fees a percentage equal to the gross levy increase. That 5- <br />year policy ended with 2010, and staff is recommending an continuation <br />of that policy. <br />The Clerk noted that liquor license fees for On -Sale Sunday, Consumption <br />& Display, and off -Sale Liquor License are regulated by State Law, and <br />the City is at the maximum allowed. Staff is recommending no increase in <br />the 2 a.m. Liquor License, On -Sale 3.2 Intoxicating Liquor License, or <br />Off-Sale 3.2 Intoxicating Liquor License. <br />Montour indicated that the system of tying liquor license increases to the <br />percentage increase in the gross levy has worked well, and felt that that <br />system should continue. He suggested that at the public hearing to <br />consider the increase, discussion occur with the license holders about <br />continuing this system for another five years. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -3 -67 — CALLING A PUBLIC HEARING <br />FOR WEDNESDAY, APRIL 27, 2011 AT 7:30 P.M. TO CONSIDER <br />AN INCREASE IN ON -SALE LIQUOR LICENSE FEE AND ON- <br />SALE WINE LICENSE FEE AS RECOMMENDED BY CITY STAFF <br />6 <br />
