NO. <br />2011 -05 <br />DIANNA <br />LANE <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 23, 2011 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 23rd day of <br />March, 2011 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Acting Mayor Rick Montour called the meeting to order at 6:30 p.m. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ABSENT: <br />ALSO PRESENT: <br />Acting Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mayor Mr. Bill Blesener <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />Acting Mayor Montour opened the public hearing to consider the <br />assessment for the improvement of Dianna Lane by road reconstruction, <br />concrete curb and gutter, and drainage enhancements. <br />The City Engineer reported that bids for 2011 Improvements were opened <br />this morning, and the City received very competitive bids. The low bid <br />was under estimate, with the Engineer noting that in his feasibility study <br />the Dianna Lane improvement costs were estimated at $698,000.00 and <br />the low bid was $563,871.02. The Engineer explained that with the City's <br />assessment cap in place, the total cost to be assessed has not changed at <br />$200,516.94. Therefore, assessments to the benefited properties remain <br />the same as was discussed at the improvement hearing. The Engineer <br />noted that the City is proposing to assess approximately 35% of the project <br />costs, with the remaining balance being paid by the general taxpayers. <br />The City Engineer then reviewed the various assessment payment <br />methods, noting that property owners can pay their assessment to the City <br />in full or in part with no interest until October 15, 2011. After that point, <br />the City will certify remaining balances to the County for collection with <br />property taxes over a 10 year period at 5.25 %. Once assessments are <br />
