MINUTES <br />CITY COUNCIL <br />MARCH 23, 2011 <br />certified to the County, the property owner has the ability to pay off their <br />assessments early. The Engineer recommended, however, that they do so <br />prior to November 15th of the given year. After November 151h, the <br />County adds interest to the assessment balance for the coming year. The <br />Engineer also noted that property owners meeting low income guidelines <br />can apply for an assessment deferral. He noted that interest continues to <br />accrue on deferred assessments. <br />The Engineer noted the October 15, 2011 date for payment of <br />assessments, and indicated that typically a property owner has 30 days to <br />pay their assessment to the City with no interest. However, given the <br />assessment hearing is being held early, the City is extending the payment <br />period until October 15th. After the October 15th day, unpaid assessment <br />balances will be certified to the County for collection with property taxes <br />and those balances will begin to accrue interest. <br />The City Engineer then reviewed the proposed assessment roll, noting that <br />most of the properties are being assessed on a per unit basis. The Dianna <br />Lane outlot is not being assessed directly. The assessment for that <br />property has been divided among the properties that have access to the <br />outlot. <br />The Engineer reviewed a typical assessment amortization schedule for an <br />assessment certified to the County. <br />The Engineer then reviewed his report dated March 17, 2011. The first <br />issue in that report addressed the assessment of 2345 Arcade Street, noting <br />that this is a triple frontage lot. The Engineer noted that 2345 Arcade <br />Street is proposed to have a 20% assessment for its side yard on Dianna <br />Lane. <br />The next issue is that the property owner at 2425 Dianna Lane is <br />requesting surmountable curb along his property, while the rest of the <br />neighborhood supports barrier curb. This property owner wants the <br />surmountable curb to facilitate the parking of his boat in a portion of his <br />front yard. The Engineer noted the report from the Code Enforcement <br />Officer indicating that parking in a front yard must be confined to the <br />driveway. <br />The next issue is the need to shift the Dianna Lane pavement <br />approximately five feet in a portion of the project given the need to <br />mitigate the impact due to the steep driveway grades on one side of the <br />street. The Engineer pointed out that the project will remain within the <br />street right -of -way. However, some property owners will see the <br />pavement approximately 5 feet closer to their property lines. <br />2 <br />
