MINUTES <br />CITY COUNCIL <br />APRIL 13, 2011 <br />program and lessen the impact on staff. The Administrator further noted <br />that he will be working with the League of MN Cities and the City's <br />legislator on the issue of provisional licensing. He also noted this will <br />lessen revenues from licenses. <br />Blesener noted that some complexes require Section 8 and HUD <br />inspections in addition to the inspection required by the City for a rental <br />housing license. He asked if the complexes can use the rental housing <br />inspection as a substitute for other inspection requirements. The City <br />Administrator was not sure, but indicated that this issue can be discussed <br />at the upcoming meeting with rental housing owners. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -72 — ADOPTING AN ORDINANCE <br />AMENDING CHAPTER 3200 OF THE LITTLE CANADA CITY <br />CODE, KNOWN AS THE MUNICIPAL CODE, RELATING TO <br />RENTAL HOUSING LICENSING AS SUBMITTED BY THE CITY <br />ATTORNEY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CONSUMPTION The City Clerk reviewed her report dated April 5, 2011 recommending <br />& DISPLAY the elimination of the City's Consumption & Display Permit. The Clerk <br />PERMITS reported that staff is working on additional proposed liquor ordinance <br />amendments which will be presented to the Council at their April 27111 <br />workshop meeting. However, elimination of the Consumption & Display <br />Permit is being proposed this evening. <br />The Clerk reported that the basis for this recommendation is the <br />difficulties that the City has experienced with a recent Consumption & <br />Display Permit. Those issues related to a lack of controls at the restaurant <br />holding the Permit. The Permit allows patrons to bring in their own beer, <br />wine, and /or liquor. The business establishment can sell set -ups to mix <br />with the liquor, but cannot sell nor control the actual alcohol. Liquor <br />liability insurance is not required for this permit. The Clerk noted that in <br />the last several years there were only two other Consumption & Display <br />Permits issued in Little Canada, neither one of which presented any <br />problems. The Clerk also noted that the owner of a rental hall in the City <br />has expressed interest in a Consumption & Display Permit, but has not <br />made application for one. <br />3 <br />
