MINUTES <br />CITY COUNCIL <br />APRIL 13, 2011 <br />The Clerk reported that she surveyed the surrounding cities and of the five <br />surveyed, only Vadnais Heights has a Consumption & Display Permit. <br />According to the State's Department of Alcohol and Gambling <br />Enforcement, this type of permit is more common in out -state MN rather <br />than the metro area. Approximately 300 of these permits have been issued <br />state -wide. <br />Blesener stated that he was not against eliminating the permit, but asked if <br />controls could be placed on it. The City Administrator noted the issues <br />related to over - consumption and serving of minors given the business <br />establishment has no control over the dispensing of the liquor. He again <br />pointed out that there is no liquor liability insurance in place. The <br />Administrator indicated that the City may be able to require host liquor <br />liability insurance, but that may be problematic at a business having <br />multiple patrons coming in with liquor given each individual would have <br />to provide the insurance. <br />Boss asked about the license term. The Clerk indicated that Consumption <br />& Display Permits run from April 1st through March 3151 each year. Boss <br />asked about temporary permits. The Clerk indicated that she thought <br />temporary could be issued for a total of twelve days per calendar year in <br />increments of 1- day, 2 -day, 3 -day, and 4 -day permits. Boss felt there <br />may be interest in temporary permits. The Clerk indicated that she will <br />contact those organizations in the City that have requested Temporary On- <br />Sale Licenses to see if the Temporary Consumption & Display Permit is of <br />interest to them. It was noted that the permit cannot be issued to an <br />individual. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -73 — ADOPTING AN ORDINANCE <br />AMENDING THE MUNICIPAL CODE OF THE CITY OF LITTLE <br />CANADA REPEALING CHAPTER 705 WHICH ELIMINATES THE <br />CITY'S BOTTLE CLUB /CONSUMPTION & DISPLAY PERMIT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AWARD BID The City Administrator reviewed the City Engineer's report dated April <br />FOR 2011 6, 2011 recommending award of the low bid to T. A. Schifsky & Sons <br />IMPROVEMENTS in the amount of $733,521.87 for 2011 Street and Utility Improvements. <br />The Administrator noted that while the number of bidders is less than in <br />the previous couple of years, the low bid received is well below the <br />4 <br />
