MINUTES <br />PLANNING COMMISSION <br />APRIL 14, 2011 <br />coverage of this property is very unique. Knudsen stated that he, too, was <br />comfortable that there was a hardship present on this site that impacted the <br />reasonable use of the property without the Variance. <br />Knudsen recommended approval of the Conditional Use Permit for <br />outdoor storage, including storage containers, as well as a Variance from <br />the side yard setback requirements in the I -1 District allowing a 5 -foot side <br />yard setback for the property at 3165 Spruce Street as requested by Lee <br />Rossow, subject to compliance with the recommendations of the City <br />Planner as outlined in his April 7, 2011 report including the findings of <br />fact outlined in the report which support the Variance request. <br />Motion seconded by Duray. <br />Motion carried 4 to 0. <br />CUP — The City Planner reported that Lee Rossow is requesting a Conditional <br />3167 SPRUCE — Use permit for outdoor storage, including storage containers, for his <br />LEE ROSSOW property located at 3167 Spruce Street which is located in the I -1 District. <br />The Planner noted that there is an existing building on this site. In <br />addition to remodeling the building, Mr. Rossow is proposing a 40 foot by <br />40 foot addition to the rear of the building. All setback requirements will <br />be met, and there is no variance being requested on this property. Outdoor <br />storage will be located being the building and will not be visible from the <br />street. It was noted that the standard is for no more than 60% of the site in <br />outdoor storage, and this proposal is for 40% of the site in outdoor storage. <br />The Planner noted that the tenants of this building have yet to be <br />identified, therefore, there is no specific layout proposed for the outdoor <br />storage at this time. That information will be provided once tenants are <br />known. The Planner noted other specific Code conditions that will have to <br />be met once the tenants are known, such as details of the lighting plan for <br />the property, waste enclosures located within the screened outdoor storage <br />area, Fire Code compliance, etc. These are outlined in the City Planner's <br />report dated April 7, 2011. <br />Duray noted that the front of the building is being redone and asked if the <br />sides will be redone as well. The Planner indicated that it is his <br />understanding that the entire exterior of the building will be redone. He <br />noted, however, that this is not a Code requirement. <br />Duray felt the proposal will be a great improvement for the area, again <br />noting that the applicant has done a good job with his other properties. <br />-5- <br />
