MINUTES <br />PLANNING COMMISSION <br />APRIL 14, 2011 <br />latitude from Xcel Energy will impact the Variance that Mr. Rossow is <br />seeking from the City. The Planner replied that it is his understanding that <br />Mr. Rossow is proposing to build a 45 -foot wide building, i.e. 35 feet of <br />buildable area plus an additional 10 feet in width if the Variance is <br />approved. If he receives approval from Xcel Energy, Mr. Rossow will <br />increase the width of the building. <br />Duray asked if 3165 and 3167 Spruce Street have always existed as <br />separate lots. The Planner replied that they have. He noted that the lots in <br />Ryan Industrial Park are narrow for industrial lots. Mr. Rossow indicated <br />that the narrowness of the lots create problems for achieving proper <br />turning radii. Mr. Rossow is hoping to push the building further to the <br />north in order to have more flexibility with circulation on the south side of <br />the proposed building. <br />At this point the Commission and City Planner reviewed planning <br />comments outlined in the City Planner's report dated April 7, 2011. It was <br />noted by the Commission that all issues noted by the City Planner would <br />have to be adhered to and more information submitted as specific tenants <br />are identified for the proposed building. Of specific note, the site plan will <br />have to be amended to show at least 20 parking stalls in front of the <br />building and outside the screened outdoor storage area. All 20 parking <br />spaces will have to be striped and paved. <br />Duray asked about the City Engineer's review of the proposal. The <br />Planner indicated that once approvals are issues, the Building Official and <br />the City Engineer would ensure that all permit requirements are met. <br />Duray asked what materials are proposed for the building. The City <br />Planner noted that a steel building is proposed as is allowed by Code. He <br />also noted that Mr. Rossow is proposing to have a coordinated look <br />between this new building and the proposed remodel of the building at <br />3165 Spruce Street, although a coordinated look is not a Code <br />requirement. <br />Knudsen felt that the proposal would be a huge improvement for the area. <br />Duray agreed, and noted that Mr. Rossow has done a good job with his <br />other properties. Duray asked what the separation would be between the <br />new building and the existing building at 3167 Spruce Street. The Planner <br />indicated that if the Variance is approved as requested, there would be a <br />20 foot separation between the buildings. <br />Duray felt that there was adequate hardship present to justify the granting <br />of the Variance as requested, noting the easements on the property which <br />restrict the buildable area.
