The office project was originally approved as an
office development, with particular development standards related specifically to office
uses, including a somewhat reduced parking supply from that which would be applied to
more general retail that can be considered in this zoning district.
As such, when applicants who propose business operations that are not standard
administrative office uses, the City requires a separate PUD Permit review to ensure
that the nature of the proposed business will fit compatibly with other existing allowed
uses, and will not overwhelm the support facilities on the common property.
In this case, the applicant's business will be a clinic that sees patients for acupuncture
treatment. The applicant suggests that for the foreseeable future, one acupuncturist will
staff the facility, with a long -range opportunity for a second.
The applicant's expected operation is to see clients by appointment, with as many as 12
potential clients during a 9 hour business day (8:00 a.m. to 5:00 p.m.). With two or
three staff persons, and perhaps two or three patients on site, the clinic would be
expected to generate a maximum need for approximately six parking spaces, and more
often as little as two or three.
