At the time of development, the parking supply for the Tacheny Town Office project was
provided at a ratio of about 8 spaces per unit, on average, with a few extra to cover
overflow and larger office suites. Even at the expected maximum use, the proposed
acupuncture clinic should have a lower demand for parking than the available supply on
the property. Making sure that this is the case for the users of this project is important
due to the lack of available overflow parking options, such as on- street parking, that
might be available in other locations.
There would not appear to be any other major impacts on the property or on the
neighboring businesses from the proposed acupuncture clinic. No other external
changes would be necessary to accommodate the use, and the proposed business
would be expected to fit within the available facilities without negative impact.
Summary and Recommendation
The proposed acupuncture clinic, based on the representations of the applicants
submission, would appear to meet the requirements of the office condominium PUD
approvals for the Tacheny Town Office development, including the estimated demand
for parking. As such, planning staff recommends approval of the PUD Permit as
requested, based on a finding that the applicant is not expected to create a demand for
parking any greater than a similarly -sized administrative office, and should fit within the
existing facilities without negative impacts on neighboring businesses.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Fei Xiao, Eternal Spring Acupuncture, 4348 Galtier Street, Shoreview, MN
55126
