MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />County Sheriff's Department and Little Canada having an adjacent City <br />take over its public works functions. McGraw stated that he would be <br />worried about the levels of service that Little Canada would receive. I -Ie <br />also noted the philosophical question of what makes a city. McGraw <br />noted that the Public Works Department is the City's largest department <br />and most visible to most of its property owners. <br />Montour noted that there are cities that provide police protection to other <br />cities. Montour felt that the idea was worth investigating, noting that it <br />might be possible to structure a consolidation that would have dedicated <br />personnel to Little Canada. <br />The Administrator felt that given the economic environment, the question <br />should be asked. He noted that the idea may not be feasible or there may <br />not be an adjacent city interested on such a collaboration. The Council <br />instructed the Administrator to contact the Roseville City Manager to <br />discuss the idea, and to them report back. <br />The next action plan discussed was "Pursue Shared Multi- Family <br />Patrol Position ". The Council was in agreement with the action plan as <br />drafted. <br />Council reviewed the action plan Evaluate /Implement Video <br />Surveillance Program to Enhance Crime Prevention Efforts & <br />Consider Other Potential Uses ". The Administrator noted that this was <br />a goal from 2010 that carried forward to 2011. Implementation of this <br />goal has been a challenge given the change in administration. The <br />Council was agreeable with the action plan, and the Administrator <br />indicated that he would proceed with the plan as drafted. <br />The action plan for "Complete Little Canada Road Strectscape Plan" <br />was reviewed. The Administrator reported on the County's change in <br />plans for improving Little Canada Road. Rather than mill and overlay the <br />entire length in 2011, they will do a cold -in -place recycle of Little Canada <br />Road east of the freeway in 2012. A mill and overlay will be done west <br />of the freeway this year. This will allow the City to proceed with a <br />streetscape project. The Administrator noted that part of planning for the <br />streetscape project would be to make a decision on whether or not to bury <br />power lines. The Administrator noted that the action plan calls for <br />authorizing the expenditure of $5,000 for an Xcel feasibility study to <br />determine costs. The Administrator indicated that if the project proceeds, <br />it was his understanding that the $5,000 would go toward project costs. <br />The Administrator indicated that the feasibility study is the only way to <br />get a true estimate of the costs. The Council agreed and indicated that the <br />feasibility study should be ordered. <br />3 <br />
