MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />approval of both the Variance and the Conditional Use Permit for outdoor <br />storage. He noted that there are a number of conditions which will have to <br />be verified once tenants are identified for the building. <br />Blesener asked about the Planner's recommendation for 20 paved parking <br />stalls outside of the outdoor storage area. The City Planner replied that the <br />site plan will need to be modified to make this change. He indicated the <br />need to separate these paved parking spaces from the outdoor storage area. <br />Lee Rossow appeared before the Council relative to his zoning <br />applications for 3165 and 3167 Spruce Street, properties which he recently <br />acquired. He reviewed with the Council other properties he owns and the <br />condition of and improvement he has made to these properties. <br />With regard to 3167 Spruce Street, Rossow indicated that he is proposing <br />to put a new front on the existing building that will consists of stone, <br />stucco, and EFIS, upgrading what he considers to be one of the worst <br />buildings in Ryan Industrial Park. IIe will carry the stone around the side <br />of the building to the office area. Rossow indicated that he is also <br />proposing to put a 40 foot by 40 foot addition on to the back of the <br />building. He is requesting a Conditional Use Permit for this property in <br />order to have outdoor storage, including storage containers, on the site. <br />With regard to 3165 Spruce Street, Rossow stated that he is proposing to <br />construct a new building on the site that will be a bar- joist, steel structure <br />with mineral siding. The building will have a mansard shingled roof. The <br />building is proposed to be 50 feet by 100 feet in size, and he is requesting <br />a Variance in order to have a five foot setback on the north boundary line <br />of the property. Rossow stated that he is also requesting a Conditional <br />Use Permit in order to have outdoor storage, including storage containers, <br />on the site. <br />Rossow reported that the Fire Marshal has inspected the properties and has <br />approved of the site plans. He noted that there would be a shared traffic <br />flow over the two lots entirely around both buildings. <br />Rossow reviewed his hardship findings to support his Variance request <br />which include the following: <br />o The Xcel Energy Easement and Water Works Easement <br />across the property restricts buildable area; <br />o The bigger the building that can be construction the less <br />outdoor storage on the property; <br />o Wider buildings attract better occupants; <br />o A 20 foot separation between buildings will allow for a <br />water retention system; <br />11 <br />
