MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />o The radius area for turning into the building is maximized. <br />Rossow reported that he has negotiated with Xcel Energy and they have <br />reduced the easement over his property to 37 '/3 feet rather than 50 feet. In <br />addition to the 5 foot setback he is requesting, he will have an additional <br />12 1/2 feet of buildable area as a result. Rossow also reported that he is <br />planning to have an underground water retention system on the properties. <br />Rossow indicated that he is very excited about developing these two <br />properties. <br />The City Planner again indicated that the site plan for 3165 Spruce Street <br />shows 6 or 7 parking spaces and there should be 20 paved parking spaces. <br />The Planner recommended that these be moved outside the outdoor <br />storage area to the front of the building given the requirement that these <br />spaces be paved. Rossow agreed to this recommendation, and indicated <br />that there is adequate room for 20 parking spaces. <br />Keis asked how the 50 foot by 200 foot space would be divided for <br />tenants. Rossow reported that 1,500 square feet seems to be ideal for the <br />type of start-up businesses that will be looking for this space. Rossow <br />indicated that the way the building will be laid out, he will have the ability <br />to move interior walls to provide expansion space up to 3,000 square feet <br />if a business needs it. <br />Keis asked about traffic circulation should Rossow sell one of the <br />properties. Rossow indicated that his intention would be to hold both <br />properties, but if he did sell, he would ensure there is an agreement in <br />place for cross - circulation. He noted that this would be good for both <br />properties. The Planner noted that each property could operate <br />independently as there is adequate maneuvering room on each lot. <br />Blesener asked if the City Code allowed for this cross - traffic circulation <br />between the two lots. The Planner replied that it did. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Montour, seconded by Boss, the public hearing was <br />closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -83 — APPROVING A CONDITIONAL USE <br />PERMIT FOR OUTDOOR STORAGE, INCLUDING STORAGE <br />CONTAINERS, AS REQUESTED BY LEE ROSSOW FOR <br />12 <br />
