MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />Montour noted the Nielsen's would like a period of time for removal of <br />the trailer. Tom Nielsen requested six months given the cost and noting <br />that he just had to make some electrical improvements to the building. <br />Gayle Nielsen also reported that they are dealing with family health issues <br />at the moment, therefore, the request for the additional time. <br />Montour asked about the Stockness drainage line issue raised in the <br />Nielsen's letter of April 27`1'. Tom Nielsen explained that the City <br />required the neighboring property to put in a drainage line. This line <br />crosses the Nielsen property, and Tom Nielsen reported that there is no <br />easement for that line. He and the owner of the Stockness property are <br />dealing with this issue. <br />Montour noted that the dumpster will have to be screened from the street. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />The City Administrator noted that the outdoor storage must be screened. <br />If it is behind the building, the building would serve as the screen. If <br />outdoor storage extends beyond that area, the fence (other than the gate <br />area) will have to be screened. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -79 — ADOPTING AN ORDINANCE <br />REZONING THE PROPERTY AT 3075 SPRUCE STREET FROM <br />INDUSTRIAL -PARK (I -P) DISTRICT TO LIGHT INDUSTRIAL (1-1) <br />DISTRICT AS RECOMMENDED BY THE CITY PLANNER IN HIS <br />REPORT DATED SEPTEMBER 2, 2010 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011-4-80 — APPROVING A CONDITIONAL USE <br />PERMIT FOR OUTDOOR STORAGE FOR 3075 SPRUCE STREET <br />SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS <br />OF THE CITY PLANNER AS OUTLINED IN HIS REPORT DATED <br />SEPTEMBER 2, 2011 <br />3 <br />
