MINUTES CITY COUNCIL APRIL 27, 2011 Montour noted the Nielsen's would like a period of time for removal of the trailer. Tom Nielsen requested six months given the cost and noting that he just had to make some electrical improvements to the building. Gayle Nielsen also reported that they are dealing with family health issues at the moment, therefore, the request for the additional time. Montour asked about the Stockness drainage line issue raised in the Nielsen's letter of April 27`1'. Tom Nielsen explained that the City required the neighboring property to put in a drainage line. This line crosses the Nielsen property, and Tom Nielsen reported that there is no easement for that line. He and the owner of the Stockness property are dealing with this issue. Montour noted that the dumpster will have to be screened from the street. There was no one else present from the general public wishing to comment on this matter. Upon motion by Keis, seconded by Boss, the public hearing was closed. The City Administrator noted that the outdoor storage must be screened. If it is behind the building, the building would serve as the screen. If outdoor storage extends beyond that area, the fence (other than the gate area) will have to be screened. Mr. McGraw introduced the following resolution and moved its adoption: RESOLUTION NO. 2011 -4 -79 — ADOPTING AN ORDINANCE REZONING THE PROPERTY AT 3075 SPRUCE STREET FROM INDUSTRIAL -PARK (I -P) DISTRICT TO LIGHT INDUSTRIAL (1-1) DISTRICT AS RECOMMENDED BY THE CITY PLANNER IN HIS REPORT DATED SEPTEMBER 2, 2010 The foregoing resolution was duly seconded by Keis. Ayes (5). Nays (0). Resolution declared adopted. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2011-4-80 — APPROVING A CONDITIONAL USE PERMIT FOR OUTDOOR STORAGE FOR 3075 SPRUCE STREET SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER AS OUTLINED IN HIS REPORT DATED SEPTEMBER 2, 2011 3
