MINUTES CITY COUNCIL APRIL 27, 2011 The foregoing resolution was duly seconded by Boss. Ayes (5). Nays (0). Resolution declared adopted. PUD Blesener opened the continued Public Hearing to consider the request AMENDMENT- for an Amendment to PUD Permit for the expansion of the freestanding 2900 RICE sign at the Marketplace Shopping Center. It was noted that the Planning STREET — Commission and the City Planner recommended approval of the MARKET amended PUD Permit. PLACE SHOPPING The City Planner reported that Bob Grootwassink, owner of the CENTER SIGN Marketplace Shopping Center, has submitted an amended sign plan from what was reviewed by the Council last month. Blesener asked how the proposed sign fits within the City's sign regulations. The Planner indicated that the zoning ordinance allows a maximum 200 square foot freestanding sign. Given the history of the Marketplace Shopping Center on its previous frontage on two streets, allowing for two freestanding signs, the Marketplace was granted approval of a 400 square foot freestanding sign in lieu of a second sign. The applicant is seeking to increase the size of the freestanding sign to 484 square feet. Bob Grootwassink asked if the revised sign diagram was acceptable. He indicated that he has not yet met with the tenants for their input on the sign. Grootwassink also indicated that he would be discussing the colors of the DealSmart sign with the business owners as Grootwassink felt a change was needed to that particular signage panel. Blesener felt the sign, as proposed, was too large and too cluttered and was difficult to read. Blesener felt that Grootwassink should start over with the sign, indicating that it was not an attractive sign to begin. Blesener noted the improvements that Grootwassink has made to the shopping center itself, and felt the sign should be reflective of those improvements. Keis stated that he did not want to legislate sign colors or design, but felt that each sign panel bleeds into the other and it is difficult to distinguish between the various businesses. Keis stated that the look and feel of the sign is not where he wants it to be. Montour noted that this is a large sign, and indicated that he was looking for a "wow" factor from this sign. Montour noted that the consensus of the Council was to support the larger sign size, but no consensus has been reached on the appearance of the sign. Montour stated that his 4
