MINUTES <br />PLANNING COMMISSION <br />MAY 12, 2011 <br />Knudsen asked if Pei Xiao had any other acupuncture locations. Xiao <br />replied that he had a clinic in Stillwater. He would keep both locations <br />open initially, but may move entirely to the Little Canada location in the <br />future. <br />Knudsen asked if customers were repeat customers and if he had walk -in <br />clients. Xiao reported that most customers are repeat customers calling to <br />schedule appointments. He has not had many walk -ins clients. <br />Hall asked if the treatments were covered by medical insurance. Xiao <br />reported that some health insurance companies have coverage for this type <br />of treatment and some do not. <br />Knudsen asked about the parking. The City Planner reported that when <br />the town office project was constructed, the parking supply requirement <br />that was used was that of office use which is less than retail space. <br />Therefore, the City has wanted to be careful to make sure that the tenants <br />of the town offices operated businesses that would not over -tax the <br />parking supply. The Planner indicated that there are approximately 8 <br />parking spaces per unit, although it is common parking and there are no <br />"assigned" spaces per unit. The Plainer noted that the applicant has <br />indicated that up to 4 parking spaces would be used at one time, and <br />perhaps 2 to 3 more if additional staff is added. The Planner indicated that <br />the proposed use is appropriate for the site. <br />Knudsen asked Xiao the number of employees he has. Xiao replied that <br />he is the only employee and he does not have a receptionist. <br />Duray reported that he visited the site this afternoon and there were very <br />few parking spaces being utilized. It was noted that there are currently <br />town office vacancies. <br />Barraclough noted that at one time there was a real estate office being <br />operated from one of the town offices. This office had many agents and <br />overtaxed the parking supply. That office is no longer at the site. <br />Knudsen asked if a cap should be placed on the number of acupuncturists <br />that can operate from this office. The City Planner stated that when the <br />nature of the business has been a good fit and the long -term plan has not <br />appeared to be problematic, the City has not applied those types of <br />restrictions. <br />Duray indicated that he believed the use to be a good fit for the area and <br />he was glad to see another business moving into the City. <br />-2- <br />
