MINUTES <br />PLANNING COMMISSION <br />MAY 12, 2011 <br />limitation on craft items. The Planner noted that the Shoreview farmers' <br />market has about 50 vendors. The Little Canada Parks Department <br />anticipates that its farmers' market would expand beyond 12 or so vendors <br />over time. <br />Knudsen asked if there was adequate room in the Saxon parking lot for <br />this market, noting that Monday mornings is likely not a busy time at the <br />bowling alley. The Planner stated that there was more than adequate <br />room. Knudsen asked how Mondays were chosen indicating that this <br />would be the runt pig of days to operate a farmers' market. The City <br />Clerk reported that the Parks Department contacted adjacent cities to <br />determine the days their farmers' market operated and chose a day that <br />would not compete. <br />Fischer expressed a public safety concern with the proximity of the <br />farmers' market location to the Marketplace Drive driveway entrance into <br />the Saxon parking lot. Barraclough agreed and noted that the northwest <br />corner of the parking lot may be a better location. It was the consensus of <br />the Commission that the City Engineer should review the site plan and <br />comment on traffic flow and safety. <br />Pechmann recommended approval of the Text Amendment to the Zoning <br />Code to add seasonal garden centers and farmers' markets as a conditional <br />use in the General Business (B -3) District as recommended by the City <br />Planner in his report dated May 6, 2011 with the addition of a provision <br />allowing for up to 25% of goods sold to be craft or other items. <br />Motion seconded by Duray. <br />Motion carried 7 — 0. <br />Pechmann recommended approval of a PUD Permit for the operation of a <br />seasonal farmers' market by the Little Canada Parks & Recreation <br />Department at the Saxon Lanes site at 61 West Little Canada Road subject <br />to compliance with the recommendations of the City Planner as outlined in <br />his report dated May 6, 2011 and subject to review and comments by the <br />City Engineer relative to traffic flow on the site. <br />Motion seconded by Fischer. <br />Motion carried 7 — 0. <br />VARIANCES The City Planner reported that as part of the June planning process he <br />would have recommendations for Zoning Ordinance amendments relative <br />-7- <br />
