MINUTES <br />CITY COUNCIL <br />MAY 11, 2011 <br />331 LITTLE The Chief noted previous discussion about obtaining a first- right -of- <br />CANADA refusal for 331 Little Canada Road. The City Administrator indicated <br />ROAD that he has had some conversations on this topic with the owner, but <br />would contact her again. <br />RECOVERING The Chief noted that some fire departments are recovering costs for <br />COSTS FOR freeway calls. The Department and Council discussed this issue including <br />FREEWAY the logistics of billing and collecting costs. The consensus was that the <br />CALLS Fire Chief would obtain information from the Vadnais Heights Fire Chief <br />on how their system works as well as estimates on the number of calls per <br />year this may apply to. <br />HAZMAT It was noted that hazmat incidents are covered by the State's hazmat team. <br />AUTO -AID The Chief reported that the City of Maplewood has closed two of its fire <br />WITH stations and has approached the Little Canada Fire Department relative to <br />MAPLEWOOD an auto aid agreement for certain parts of Maplewood. The Chief <br />explained the significant changes that Maplewood has made relative to its <br />fire service. <br />There was discussion relative to the differences between auto aid and <br />mutual aid. Auto aid is a system whereby a fire department regularly <br />provides assistance to a neighboring department. Mutual aid is a system <br />whereby all fire departments provide back -up to any other fire department <br />making a request. <br />FIRE RELIEF Boss asked for general information as to how the City supports the Fire <br />BENEFITS Relief Association Pension Benefit as well as how pension benefit <br />increases are determined. The City Administrator reported that the City <br />has agreed to provide funding to the Relief Association Pension Fund at a <br />level of $15,000 per year. He noted that actual funding has been greater in <br />the past couple of years given deficits that exist in the Pension Fund. <br />Blesener pointed out that pension fund performance has the biggest impact <br />on the level of benefit. He also noted that the number of firefighters on <br />the roster also impacts the pension. It was further pointed out that the <br />Pension Fund also receives State Aid funding support, and that level of <br />support is based on commercial property values. <br />4 <br />
