MINUTES <br />CITY COUNCIL <br />MAY 11, 2011 <br />project, improvements to Little Canada Road, Rice Street reconstruction <br />from County Road B -2 and Little Canada Road in 2012, and Rice Street <br />interchange construction between North Owasso Blvd and Vadnais Blvd. <br />in 2013. The City Administrator indicated that the Ramsey County Public <br />Works Department has been great to work with. He noted the <br />Department's cooperation with the City relative to the planned <br />improvement of Little Canada Road east of the freeway which will enable <br />the City to make streetscape and pedestrian improvements on this section <br />of roadway. <br />Parker reviewed the Central Corridor and Union Depot projects, noting <br />that construction has begun on the Central Corridor light rail route. A <br />Federal Grant Agreement for $450 million has been finalized. <br />Parker updated the Council on the County's parks and recreation efforts, <br />specifically the Tamarack Nature Center's Destination for Discovery <br />grand opening the week of June 11 through 19. She also noted the <br />County's efforts for Emerald Ash Borer treatments. <br />Additional updates were provided on the County's Solid Waste Master <br />Plan, yard waste /compost/hazardous waste sites — information available at <br />www.co.ramsey.mn.us or by calling 651- 633 -EASY. There will also be a <br />mobile hazardous waste site in Roseville in June at Larpenteur Avenue <br />and Kent Street on Friday's and Saturday's. Parker reported that the <br />County is promoting recycling in parks and schools, and noted that Little <br />Canada has requested 10 recycling containers for its parks. <br />With regard to volunteer hours, Parker noted that the county utilizes <br />volunteers in many departments and can always use more. In 2010, 4163 <br />volunteers gave 188,602 hours to the County — the equivalent of 98 full - <br />time employees. <br />Parker updated the Council on Ramsey County Libraries, noting the high <br />usage of the library system and that the Roseville library averages 271 <br />visitors per hour. <br />The City Administrator reported that the County's Environmental Health <br />Department has been very helpful in assisting as we begin the process of <br />renegotiating ours organized collection contract. <br />Blesener asked about the County negotiations for a Vikings stadium in <br />Arden Hills, and the need for improved transportation systems to the site. <br />Blesener asked if these roads needed improvement regardless of whether <br />or not the Vikings stadium moved forward in that location.
