MINUTES CITY COUNCIL MAY 11, 2011 project, improvements to Little Canada Road, Rice Street reconstruction from County Road B -2 and Little Canada Road in 2012, and Rice Street interchange construction between North Owasso Blvd and Vadnais Blvd. in 2013. The City Administrator indicated that the Ramsey County Public Works Department has been great to work with. He noted the Department's cooperation with the City relative to the planned improvement of Little Canada Road east of the freeway which will enable the City to make streetscape and pedestrian improvements on this section of roadway. Parker reviewed the Central Corridor and Union Depot projects, noting that construction has begun on the Central Corridor light rail route. A Federal Grant Agreement for $450 million has been finalized. Parker updated the Council on the County's parks and recreation efforts, specifically the Tamarack Nature Center's Destination for Discovery grand opening the week of June 11 through 19. She also noted the County's efforts for Emerald Ash Borer treatments. Additional updates were provided on the County's Solid Waste Master Plan, yard waste /compost/hazardous waste sites — information available at www.co.ramsey.mn.us or by calling 651- 633 -EASY. There will also be a mobile hazardous waste site in Roseville in June at Larpenteur Avenue and Kent Street on Friday's and Saturday's. Parker reported that the County is promoting recycling in parks and schools, and noted that Little Canada has requested 10 recycling containers for its parks. With regard to volunteer hours, Parker noted that the county utilizes volunteers in many departments and can always use more. In 2010, 4163 volunteers gave 188,602 hours to the County — the equivalent of 98 full - time employees. Parker updated the Council on Ramsey County Libraries, noting the high usage of the library system and that the Roseville library averages 271 visitors per hour. The City Administrator reported that the County's Environmental Health Department has been very helpful in assisting as we begin the process of renegotiating ours organized collection contract. Blesener asked about the County negotiations for a Vikings stadium in Arden Hills, and the need for improved transportation systems to the site. Blesener asked if these roads needed improvement regardless of whether or not the Vikings stadium moved forward in that location. Parker replied that the roads need improvement.
