MINUTES <br />CITY COUNCIL <br />DECEMBER 3, 2025 <br />Judy Dehn, 160 Canterbury Court, appreciated that staff highlighted the city portion of the tax and <br />recognized that the larger issue is with the County portion of the taxes. <br />Mayor Fischer stated that the city does its best, but only has control over a small portion of the <br />property tax amount for residents. <br />There were no further comments from the public. Upon motion by Mayor Fischer, seconded by <br />Gutierrez, the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />Kwapick thanked staff for the hard work throughout the year to prepare for this step. He appreciated <br />that even though the levy is increasing, the city will have the lowest tax rate in the County. He stated <br />that the city budget ensures that city staff are paid properly to maintain the level of service desired by <br />residents and to begin planning for funding for the anticipated community building. He stated that if <br />residents feel the value of their home is too high, they should reach out to the County assessor to <br />discuss that. <br />Miller recognized the work of staff throughout the year in the budget process. He also recognized the <br />new development that has come online, which helps to reduce the impacts on residents. <br />Mayor Fischer recognized the cost for public safety services through Ramsey County, which is the <br />largest portion of the proposed increase. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-12-176 —ADOPTING THE 2026 TAX LEVY <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-12-177 — ADOPTING THE 2026 BUDGET <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-12-177 — APPROVING THE 2026 SALARY WAGE SCHEDULE <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5).
