MINUTES <br />CITY COUNCIL <br />DECEMBER 3, 2025 <br />RESOL UTION NO. 2025-12-178 —APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• Approve Joint Powers Agreement with South Central Service Cooperative for Health <br />Insurance Plan <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />STAFF REPORTS <br />ORDINANCE 921, AMENDING CITY CODE CHAPTERS 2202 &_2203 FOR MASSAGE <br />BUSINESSES AND COMPLEMENTARY ALTERNATIVE HEALTHCARE PRACTICES <br />The Community Development Director stated that this ordinance was discussed at the last workshop, <br />as the City has been approached by non -massage and complementary alternative healthcare practices, <br />which led to the development of these standards. He stated that because ten days of notice was not <br />provided on this item as a courtesy, he suggests that the Council table this item to the next meeting. <br />Upon motion by Kwapick, seconded by Miller, this item was tabled to the December 17, 2025, City <br />Council meeting. Ayes (5). Nays (0). Motion adopted. <br />PROPOSED LONG-TERM DISABILITY PLAN CHANGE <br />The City Clerk presented a change to the current policy for long-term disability. She explained that the <br />current policy has employees paying the cost for that benefit, and the proposed change would be for <br />the city to pay for that benefit cost. She stated that the new Minnesota paid leave program will <br />essentially replace short-term disability except for many people. She stated that the city has both short <br />and long-term disability benefits, with the city paying the cost for short-term disability coverage and <br />the employee paying for long-term disability coverage. She stated that because the city's short-term <br />disability coverage will become second to the State program, the premium cosh has been reduced by 67 <br />percent, and therefore, staff proposes that the savings be used to fund the long-term disability cost. <br />She stated that the change to the policy would still result in a cost savings to the city overall. <br />The Finance Director stated that within the preliminary budget, the full cost for the Minnesota paid <br />leave was originally proposed to be paid by the City, but after further research, it was determined that <br />the best method to fund that benefit would be a cost -share between the employer and employee. He <br />stated that with that reduction from the original budget and the reduction in short-term disability <br />premiums, there would still be a cost savings to the city with the additional benefit to employees. <br />Malone asked if this would be revisited every year with the State. The City Clerk replied that, <br />depending on the level of usage of the State program, she would anticipate increases from year to year, <br />although there is a cap on the percentage of increase that can occur. <br />Mayor Fischer noted that his questions were answered by the information within the staff report. <br />Miller introduced the following resolution and moved its adoption: <br />Cl <br />
