Hanson <br />On April 22, 2011, Mr. And Mrs. Schommer, the residents of 2978 Payne Avenue, <br />contacted Bill Dircks, Public Works Superintendent, regarding what appeared to be a <br />leaking water service in their driveway. Mr. Dircks went out to look and determined that <br />it appeared likely that the service was leaking. Mr. Schommer was informed that the <br />water service was the responsibility of the property owner and he would have to take the <br />steps necessary to repair the service. <br />Mr. and Mrs. Schommer then said that they would not be able to afford the cost of the <br />repair and asked if the City could assess them for the cost of the work. The Municipal <br />Code Section 1601.081 has a provision that allows the City to perform the repairs for the <br />property owner and then assess the property for all costs associated with the project. <br />Mrs. Schommer contacted two contractors to provide quotes for the work and the City <br />obtained a quote from St. Patti Regional Water Services. None of them could give an <br />accurate quote due to the unknown nature of the work. All gave a minimum price to <br />repair a leak and Village Plumbing came in the lowest at $2500. <br />Attached to this memo is the letter delivered to the property owners requesting the <br />necessary repairs be completed by Monday, May 23. If the repairs are not completed, <br />city staff requests Council authorize staff to proceed with the abatement and assess all <br />costs associated with the repair work certified for collection with the property taxes. The <br />assessment would be for live years at an interest rate of 5.00 %. <br />1 <br />
