parking regulations of the Zoning Ordinance. <br />13. The property, including buildings and exterior site areas, shall comply with all <br />applicable fire codes. <br />14. All lighting shall be hooded and so directed that the light source shall not be <br />visible from the public right -of -way or from neighboring residential uses, and <br />shall be in compliance with Section 903.020.1 of the Zoning Ordinance. <br />15. All other provisions and requirements as deemed necessary by the City <br />Council. <br />16. The applicant complies with the provisions of Section 921 of the Zoning <br />Ordinance. <br />The greatest change from the ordinance under which the previous permit was issued is <br />a new requirement in the 1 -1 District to limit storage area to 60% of the lot area. For the <br />1 -1 parcel, this would result in a maximum of about 1.36 acres of eligible storage area. <br />The existing site was developed with pavement and striped truck parking stalls covering <br />approximately 42,000 square feet or .96 acres, about 43% of the 1 -1 parcel. <br />On the I -P zoned parcel, the revised code requires that the storage is required to be no <br />more than 25% of the building size, or 10% of the lot area, whichever is less. In <br />addition, the current code requires that the truck parking and /or outdoor storage is to be <br />located behind the rear building line. <br />The current layout shows an area of approximately 12,000 square feet utilized on the <br />Industrial Park, 1 -P parcel, about 7% of the lot area. the building is approximately <br />25,800 square feet in floor area, meaning that the storage area covers approximately <br />46% of the area of the building. The maximum such area under the code as written <br />would be about 6,500 square feet. <br />A second issue for the Industrial Park portion of the site relates to a prohibition of any <br />storage either in the side or front yards of the property, that is, closer to the street than <br />the rear building line. Some of the truck storage violates this provision. If the truck <br />parking /storage were removed from the area in front of the rear building line, the I -P <br />storage area would be only about 3,000 square feet, below the ordinance threshold. <br />When the building was originally constructed, a landscaping plan provided plantings <br />along South Owasso Boulevard, as well as along the truck parking area adjacent to the <br />Waterworks easement bordering the east boundary of the site. Because the <br />Waterworks easement contains a public trail, the requirement for screening included <br />this boundary. Verification that landscaping exists along the south and east exposures <br />would be necessary to meet the current zoning language. <br />Summary and Recommendation <br />The proposed parking and storage of trucks on the property at 5 South Owasso <br />Boulevard is an allowable activity by CUP, under the current zoning regulations. The <br />truck parking on the north 1 -1 zoned parcel appears to meet the requirements of the <br />revised ordinance as developed, although the applicant should provide verification of <br />landscaping, location of refuse equipment, and any lighting existing or proposed. <br />
