MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 2011 <br />Pechmann noted that the City is giving up something if it approves a PUD <br />Permit for permanent outdoor storage. However, he would be willing to <br />support 60,000 square feet of outdoor storage in piles no more than 14 feet <br />in height limited to the storage of industrial grade wood products only. <br />Hall agreed that the City has worked hard to clean up outdoor storage. <br />However, he did not see much risk in granting a PUD Permit for <br />permanent outdoor storage if the permit is tailored to this parcel and this <br />use. Hall stated that if Mr. Wenner wants 20 foot high piles, he should ask <br />for that. Hall felt this was a good example of where the City could grant a <br />PUD Permit for outdoor storage for a use that will not detract from what <br />the City is trying to do in other areas. <br />Duray asked if there was a step between interim and permanent that might <br />be a solution. The Planner suggested that an option might be to tie an <br />interim use permit to an event such as the sale of the property, but <br />indicated that he would have to obtain the City Attorney's opinion on that <br />option. <br />With regard to the issue of fire safety, Pechmann suggested that perhaps <br />the Fire Department should comment on 14 foot high storage versus 20 <br />foot high. Wenner indicated that he was not asking for 20 feet heights. <br />He also indicated that the drive aisles will be wide enough for a fire truck <br />to maneuver, and further noted that the wood is densely packaged and <br />stacked. Given there is no air space, it is difficult for a fire to start or keep <br />going. <br />Murphy asked about enforcement options with a PUD Permit versus CUP <br />Permit. The City Planner noted that these permits are essentially the same, <br />but noted that the PUD permit reflects the PUD zoning of the property. <br />The City has the same rights to revoke permits if conditions are not met. <br />Murphy asked about the precedence issue. The City Planner indicated <br />when a CUP is issued to one property, the City would be obligated to <br />grant a CUP on any other property when the same conditions can be met. <br />Under a PUD, however, the City can consider each request on a case -by- <br />case basis. <br />Mr. Pechmann recommended approval of the Amendment to Planned Unit <br />Development Permit for the permanent outdoor storage of construction <br />materials as well as the extension of PUD Permit related to the <br />construction of building expansion for 3213 County Drive as requested by <br />Pallet Service Corporation subject to the following: <br />o PUD Permit limited to the outdoor storage of industrial <br />grade lumber with the stipulation that the outdoor storage <br />not exceed 60,000 square feet and no higher than 14 feet; <br />-6- <br />
