MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />PUD <br />AMENDMENT-. <br />2900 RICE <br />STREET — <br />MARKET <br />PLACE <br />SHOPPING <br />CENTER SIGN <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Blesener opened the continued Public Hearing to consider the request <br />for an Amendment to PUD Permit for the expansion of the freestanding <br />sign at the Marketplace Shopping Center. It was noted that the Planning <br />Commission and the City Planner recommended approval of the <br />amended PUD Permit. <br />The City Planner reported that Bob Grootwassink, owner of the <br />Marketplace Shopping Center, has submitted an amended sign plan from <br />what was reviewed by the Council last month. Blesener asked how the <br />proposed sign fits within the City's sign regulations. The Planner <br />indicated that the zoning ordinance allows a maximum 200 square foot <br />freestanding sign. Given the history of the Marketplace Shopping Center <br />on its previous frontage on two streets, allowing for two freestanding <br />signs, the Marketplace was granted approval of a 400 square foot <br />freestanding sign in lieu of a second sign. The applicant is seeking to <br />increase the size of the freestanding sign to 484 square feet. <br />Bob Grootwassink asked if the revised sign diagram was acceptable. He <br />indicated that he has not yet met with the tenants for their input on the <br />sign. Grootwassink also indicated that he would be discussing the colors <br />of the DealSmart sign with the business owners as Grootwassink felt a <br />change was needed to that particular signage panel. <br />Blesener felt the sign, as proposed, was too large and too cluttered and <br />was difficult to read. Blesener felt that Grootwassink should start over <br />with the sign, indicating that it was not an attractive sign to begin. <br />Blesener noted the improvements that Grootwassink has made to the <br />shopping center itself, and felt the sign should be reflective of those <br />improvements. <br />Keis stated that he did not want to legislate sign colors or design, but felt <br />that each sign panel bleeds into the other and it is difficult to distinguish <br />between the various businesses. Keis stated that the look and feel of the <br />sign is not where he wants it to be. <br />Montour noted that this is a large sign, and indicated that he was looking <br />for a "wow" factor from this sign. Montour noted that the consensus of <br />the Council was to support the larger sign size, but no consensus has been <br />reached on the appearance of the sign.
