MINUTES <br />CITY COUNCIL <br />MAY 25, 2011 <br />PUD PERMIT — <br />2978 RICE <br />STREET — <br />FEI XIAO <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2001 -5 -99 — TABLING ACTION ON THE <br />AMENDMENT TO PUD PERMIT FOR EXPANSION OF <br />FREESTANDING SIGN AT 2900 RICE STREET, MARKETPLACE <br />SHOPPING CENTER, UNTIL THE JUNE 20, 2011 COUNCIL <br />MEETING AS REQUESTED BY MR. BOB GROOTWASSINK <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener opened the public hearing to consider the request for a <br />Planned Unit Development (PUD) Permit to operate an acupuncture <br />business at 2978 Rice Street as requested by Fei Xiao, Eternal Spring <br />Acupuncture. It was noted that the City Planner and the Planning <br />Commission have recommended approval of the permit. <br />The City Planner indicated that the acupuncture business is proposed to be <br />located in the Tacheny townoffices. This property is zoned PUD and the <br />anticipation was that the townoffices would be used as administrative <br />offices. Given the proposed use is not that, a PUD permitting process is <br />being utilized to ensure that the proposed business would fit this <br />development. The City Planner indicated that the acupuncture business <br />would generate low traffic volumes even with the potential for expansion. <br />Therefore, both he and the Planning Commission are recommending <br />approval. <br />Fei Xiao appeared before the Council requesting a PUD Permit to operate <br />an acupuncture business at 2978 Rice Street. He indicated that he would <br />be the only one working at this location. Xiao anticipated he would see 8 <br />to 12 patients per day. Should that volume increase, he would add another <br />acupuncturist. Xiao indicated that he is licensed by the Minnesota <br />Medical Practices Board as an acupuncturist. <br />McGraw asked if Mr. Xiao would be buying or renting the townoffice. <br />Xiao replied that he would be buying. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />2 <br />
