MINUTES <br />CITY COUNCIL <br />JUNE 20, 2011 <br />RESOLUTION NO. 2011 -6 -119 - TABLING ACTION ON A TEXT <br />AMENDMENT RELATED TO THE VARIANCE STANDARDS IN <br />THE LITTLE CANADA ZONING CODE PENDING A <br />RECOMMENDATION FROM THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MASSAGE The City Clerk reported that Yan Liu has made application for the transfer <br />THERAPY of Massage Therapy Business License to her from Shu Qin Xu for Asian <br />BUSINESS Massage located at 2864 Middle Street. In addition to the transfer of the <br />LICENSE & business license, Yan Liu, Fang Chengkooken, and Guangxiu Gao have <br />MASSAGE applied for Massage Therapist Licenses for this same location. The Clerk <br />THERAPIST reported that Yan Liu would like to take over the business immediately <br />LICENSES — upon approval of the licenses, and the licenses would run through June 30, <br />ASIAN 2012. <br />MASSAGE <br />Keis noted that two of the individuals involved have out -of -state drivers' <br />licenses, one resides in Olivia, MN, and asked about relocation plans. <br />Shu Qin Xu and Yan Liu asked if the Council could postpone action on <br />this matter for a few minutes as they had an interpreter in route. <br />TEMPORARY Keis reported that he, Council Member Montour, and the City <br />LIQUOR Administrator met with representatives of the Little Canada <br />LICENSES — Recreation Association (LCRA) to discuss rules relative to the sale <br />LITTLE alcohol at their events. Keis felt that the meeting was productive <br />CANADA and resulted in the rules and procedures outlined by LCRA in their <br />RECREATION Letter received by the City on June 16, 2011. These include: <br />ASSOCIATION <br />• the hiring of two Ramsey County Sheriff's Department officers for <br />patrolling at Canadian Days (one at the LCRA tent and one doing <br />crowd control); <br />• the use of different colored wristbands for each day, the type that <br />are plastic, button -on to eliminate the possibility that they will be <br />lost or stolen and used by minors; <br />• reduction in alcoholic beverages to a maximum of seven (half <br />rack) to one person at a time; <br />• no one selling alcohol on behalf of LCRA will be under the age of <br />21; <br />8 <br />
