MINUTES <br />CITY COUNCIL <br />JUNE 20, 2011 <br />• some members of LCRA will attend server training, and will <br />communicate that training to all individuals making alcohol sales <br />on behalf of LCRA; <br />• additional signage reinforcing responsible drinking and addressing <br />the illegal distribution of alcohol to underage individuals will be <br />posted. <br />Keis noted that it LCRA has indicated that their goal is that all attendees at <br />their Canadian Days killenball and volleyball tournament have a safe and <br />enjoyable time at these events. <br />Montour also pointed out that LCRA has indicated that any underaged <br />participants that are caught drinking will be disqualified from the <br />tournaments immediately and will not be allowed to participate again until <br />they reach the age of 21. Montour pointed out that LCRA is an important <br />organization in Little Canada. They worked cooperatively with the City <br />on these rules with the goal that their events will be fun, safe, and <br />minimize the availability of alcohol to minors. Montour noted that the <br />letter received on June 16th did not address hours of operation. It was <br />pointed out that the hours of alcohol sales at Canadian Days listed in the <br />City's suggested rules as: <br />Friday, 5:00 p.m. through 11:00 p.m. <br />Saturday 11:00 a.m. through 11:00 p.m. <br />Sunday Noon through 5:00 p.m. <br />No sales after the ending times noted for each day. <br />However, the Canadian Days Committee is proposing sales until 11:30 <br />p.m. on Friday and Saturday evening. The Council was agreeable to the <br />same hours of sales for LCRA as proposed by Little Canada Canadian <br />Days Committee. <br />McGraw suggested that one of the Sheriffs deputies should be checking <br />ID's and distributing wristbands, rather than having a member of LCRA <br />doing it. McGraw indicated that based on his experience at hockey events, <br />this practice works very well in preventing underaged drinking. Keis <br />stated that this was discussed, and there will be times that the deputy will <br />be issuing wristbands. However, to have one deputy perform that task at <br />all times, restricts the deputy from patrolling and monitoring the crowd. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -6 -120 — APPROVING TEMPORARY ON- <br />SALE LIQUOR LICENSES FOR THE LITTLE CANADA <br />RECREATION ASSOCIATION (LCRA) FOR THE FOLLOWING <br />EVENTS SUBJECT TO COMPLIANCE WITH LCRA'S RULES AS <br />OUTLINED IN THEIR LETTER RECEIVED BY THE CITY ON <br />9 <br />
