1lTt MG ASSO(IATtS <br />July 29, 2011 <br />File: 120152E -0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: TH36 / RICE STREET PARK & RIDE <br />CITY OF LITTLE CANADA <br />Dear Planning Commission: <br />We have reviewed the submittal for the Rice Street Park and Ride proposed to be <br />constructed in the northeast corner of the Rice Street and County Road B intersection. <br />The Park and Ride facility would provide for 270 parking stalls and bathroom facilities for <br />bus drivers only. Vehicle access to the Park and Ride would be from County Road B. <br />The submittal consisted of a soil boring report, stormwater narrative and calculations, <br />and preliminary construction plans. Based upon our review we would offer the following <br />comments for Planning Commission consideration. <br />Plans <br />Site Grading <br />1. The large pond in the center of the site is shown to have a normal water level <br />(NWL) of 932. A ten foot bench should be provided from the 932 to 931 contour. <br />2. Top and bottom wall elevations should be shown on the grading plan. All walls <br />over 4 -feet in height must be engineered and signed drawings provided to the <br />City prior to their construction. <br />3. The no disturb setback requirements from the wetland edge are a 50 foot <br />average and a 25 foot minimum. It appears that the grading impacts are within <br />the 25 foot minimum and documentation of meeting the 50 foot average will need <br />to be provided to the watershed. <br />Utility Plan <br />1. The water service connection and location must be shown for the restroom <br />facility. This service must have an individual shutoff and the shutoff must be <br />located within an easement to allow operation by the City's Public Works staff. <br />2. The existing sanitary sewer service for the storage facility enters into the <br />manhole in the same location as the proposed extension.
