A portion of the 48" line will be abandoned and a portion will be sliplined <br />with a smaller 12" diameter pipe since there is no longer a need for such a <br />large pipe in the Noel Drive area. <br />Numerous manholes will be repaired including replacing vented covers with <br />sealed covers. <br />The work on the LI 0 lift station located on Sunset Court has already been completed and <br />City staff is maintaining the lift station and is being reimbursed by the Met Council while <br />it is still under its ownership. The rest of the work is being designed by the City Engineer <br />and will be bid later this summer with the intention of completing it by the end of this <br />year or early next year. Staff was concerned that the work would not get done soon <br />enough if Met Council designed and executed the project. Met Council agreed that there <br />was a better chance of getting the work completed sooner if the City designed and <br />managed the project. The Met Council will reimburse the City for all work completed as <br />part of the interceptor project. They have the right to review the bids and reject them if <br />they have reason to do so. They must document their reasons for rejecting the bids. It is <br />estimated that the design and construction will cost approximately $600,000. The <br />number in the agreement is listed as $835,138 to account for potential overruns. <br />There will be a ten -year warranty on all parts of the system turned hack to the City. The <br />Met Council will reimburse the City for its share of the cost of emergency repairs. They <br />will pay a percentage based on a formula of the number of days remaining in the <br />warranty divided by the total number of days in the ten -year period. So in the last few <br />years the Met Council's contribution will be a small percentage. They are under no <br />obligation to provide any warranty so this was the best staff could negotiate. <br />As part of the agreement the City also assumes all easements and right -of -way that <br />belonged to the Met Council. Staff had the City Attorney research all of the title work <br />and he said everything was in order and all areas along the stretch of pipe were accounted <br />for so there shouldn't be any easement or right-of-way issues going forward. <br />Staff recommends the City Council approve the Little Canada Interceptor Constuction <br />Cooperation and Reconveyance Agreement. <br />2 <br />
