MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 2011 <br />tiers of parking totaling 518 stalls. The tier that is proposed this evening <br />would be over the southernmost portion of the parking lot. The existing <br />parking in that area would be maintained, but would be lowered a little. <br />Sheehan reported that they have met with the immediate neighborhood to <br />review their proposed plan and have received favorable responses. <br />Sheehan then reviewed a rendering which super- imposed the parking <br />structure on the site to show its impact to the area. He noted that St. Jude <br />wishes to be a good neighbor and a steward of the site. Sheehan felt the <br />parking structure as a simple project and noted the planned future <br />expansion as previously approved in the concept planning stages. <br />Duray asked about the grade and landscaping at the southern edge of the <br />parking lot. Sheehan replied that the plan is to leave the existing storm <br />water system in tact with some minor modifications. There will be little <br />impact on the existing landscaping, with Sheehan noting that some new <br />plant materials will be added to enhance the southern edge. Landscaping <br />will also be added at the edge of the parking where the drive aisles come <br />out to provide screening. <br />Duray asked about headlights coming from the raised parking tier. <br />Sheehan reported that there will be precast panels of approximately 30 <br />inches high with a guard rail on the top of that for a total of 42 inches. <br />This will provide shielding of headlights. Sheehan reported that this will <br />be an enhancement since there is nothing blocking headlights at the <br />present time. <br />Knudsen asked about changes to parking lot lighting. Sheehan reported <br />that the layout will remain the same. The existing light standards will be <br />moved up on level and installed on the upper parking tier. <br />Duray reviewed the Planner's recommendations. Sheehan indicated that <br />St. Jude would comply with both the recommendations of the City Planner <br />and the City Engineer. <br />Duray recommended approval of the Development Stage PUD to <br />construct a portion of parking structure under an approved PUD Concept <br />Stage Plan for St. Jude Medical, One St. Jude Medical Drive, subject to <br />compliance with the recommendations of the City Planner and the City <br />Engineer. <br />Motion seconded by Murphy. <br />Motion carried 4 — 0.
