MINUTES <br />CITY COUNCIL <br />AUGUST 10, 2011 <br />ADMINISTRATOR AND AUTHORIZING THE ADMINISTRATOR <br />TO FINALIZE THE DETAILS WITH THE METRO BOWHUNTERS <br />RESOURCE BOARD, THE SCULLEY FAMILY, AND ALL THE <br />VARIOUS PROPERTY OWNERS WHOSE LAND IS PROPOSED TO <br />BE INVOLVED IN 2011 HUNT <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FIRE The City Administrator reviewed his August 4, 2011 report relative to <br />REINSPECTION a fire re- inspection fee schedule. He noted that the development of this <br />FEES fee schedule was a goal from 2010 carried over to 2011. A fee for fire re- <br />inspections is a way to recover costs from properties that do not cooperate <br />in resolving fire code violations in a timely manner. <br />The Administrator pointed out the research that the Fire Marshal has done <br />relative to what other cities are doing for fire inspection fees. He noted <br />that the City has resisted implementing a general business license fee due <br />to the additional burden to businesses and the time to bill and collect the <br />fees. The Administrator noted that the City did have a general business in <br />the past which was discontinued for those reasons as well as the fact that <br />the City did nothing with the information. <br />The Administrator recommended that a fire re- inspection fee be charged to <br />businesses that require three of more inspection visits. The Fire Marshal <br />will conduct the initial fire inspection, give a property owner time to make <br />corrections, and then do a re- inspection If corrections are not made within <br />the agreed upon timeframe, thus generating a third visit, a $100 re- <br />inspection fee would be charged per visit over two. The Administrator <br />pointed out that the number of re- inspections has decreased over the past <br />two year. However, felt it was prudent to have an ordinance in place <br />establishing the re- inspection fee in the event it is necessary. <br />The Council agreed and instructed the City Administrator to draft the <br />appropriate ordinance for their consideration at an upcoming meeting. <br />GRABA The City Administrator reviewed his report dated August 4, 2011 relative <br />LOAN to the loan authorized to Graba Properties LLC of approximately <br />AGREEMENT $212,000. This loan was to enable the developer to complete build -outs of <br />the remaining building space. The Administrator reported that last year <br />the Legislature enabled cities to use TIF balances to generate job <br />enhancement, and the Administrator indicated that financing build -out <br />10 <br />
