MINUTES <br />CITY COUNCIL <br />AUGUST 10, 2011 <br />he did not feel that was likely based on past experience where numbers <br />declined dramatically after the first couple of hunts. <br />Rocky Waite, 2651 Lake Shore Avenue, asked if the St. John's Cemetery <br />property would be included in the hunt. Blesener indicated that the <br />perimeters of the cemetery would be hunted, but not the burial area. The <br />City Administrator noted that the City still has to ask St. John's if they <br />would grant permission for the cemetery property to be hunted. <br />Waite asked if initially St. John's approached the City to have the <br />cemetery hunted. Blesener replied that the City asked the Church if the <br />cemetery property could be included as a hunt site. Waite indicated that <br />he was told differently by the City Council at previous Council meetings. <br />He was told that the Church approached the City. Waite stated that he did <br />not want City dollars going to pay for services for the Church. Blesener <br />noted that the MBRB does not charge the City for the hunt. Waite pointed <br />out that there are City costs in drafting the contract with the MBRB, etc. <br />Waite felt this was a violation of his civil rights that tax dollars are being <br />used for something for the Church. Blesener pointed out that the deer <br />hunt, whether the hunt occurs on Church property, St. Paul Water <br />Department property, or private property is a benefit to the citizens of <br />Little Canada as it addresses a public safety issue. <br />Waite again indicated that he was told the Church approached the City, <br />and suggested that the Council watch the tapes of the previous meetings at <br />which this discussion occurred. <br />The City Administrator reported to the Council that a resident approached <br />the City suggesting a deer hunt on the cemetery property after a near miss <br />on McMenemy Road. Initially the City denied the request, but then did <br />approach St. John's requesting permission to conduct a hunt on the <br />cemetery property. The Administrator reported that there is some cost <br />(about $50) involved as the City provides a Certificate of Insurance with <br />St. John's named as an additional insured. <br />There was additional discussion about whether or not it was St. John's that <br />approached the City or the City that approached St. John's to conduct the <br />deer hunt in the cemetery. Waite indicated that he would view the Council <br />meeting tapes, find the discussion he is referring to, and invite the Council <br />to view that discussion. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -8 -151— ADOPTING THE 2011 DEER <br />MANAGEMENT PLAN AS PRESENTED BY THE CITY <br />9 <br />
