MINUTES <br />CITY COUNCIL <br />AUGUST 10, 2011 <br />there is risk, but noted that in terms of total dollars relative to value of the <br />building, this is not a lot of money. <br />The timing of a special meeting was discussed as well as the possibility of <br />advancing funds prior to the closing. The City Administrator indicated <br />that he would prefer to have the special meeting and hold the required <br />public hearing. After that point, a decision could be made on whether or <br />not to advance dollars prior to closing on the loan. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -8 -152 — CALLING A SPECIAL MEETING <br />FOR MONDAY, AUGUST 29, 2011 AT 5:00 P.M. IN ORDER TO <br />HOLD A PUBLIC HEARING ON THE GRABA PROPERTIES LLC <br />FINANCING PLAN <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SEALCOATING The City Administrator reported that the City requested quotes for 2011 <br />QUOTES seal coating and only one quote was received. Based on that result, City <br />staff is recommending that the bid be rejected and the seal coating project <br />canceled for this year. The Administrator noted that the roads scheduled <br />for seal coating this year were mostly roads that were reconstructed or <br />overlaid three years ago, and it is felt that those roads can probably wait <br />up to seven years before they need to be seal coated. City staff will be <br />checking with other cities on their seal coating schedules. <br />Montour asked about previous efforts in partnering with Vadnais Heights <br />for seal coating. The City Administrator indicated that each city had <br />different specifications and schedules, and there was no advantage to the <br />partnering effort. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011-8-153 — REJECTING THE ONE BID <br />RECEIVED FOR 2011 SEAL COATING WORK AS <br />RECOMMENDED BY CITY STAFF AND INSTRUCTING THE <br />PUBLIC WORKS SUPERINTENDENT TO DETERMINE HOW <br />OTHER CITIES ADDRESS SEAL COATING AND REPORT TO THE <br />COUNCIL AT A FUTURE MEETING <br />12 <br />
