Specifically, the applicants are seeking an amendment <br />to allow the addition of a 178 stall parking ramp over the southern -most portion of the <br />existing surface parking area. The ramp and a new line of driveway and surface <br />parking area will replace 79 existing surface spaces, resulting in a net increase of 99 <br />parking spaces overall. As part of the project, the western -most driveway lane will be <br />shifted slightly farther west to the required 5 foot minimum parking setback. The ramp <br />itself will be 36 feet from the west property line. <br />The construction of a parking ramp in this location (and eventually, over much of the <br />rest of the surface lot) was approved as a part of the Concept PUD plan in 2008. This <br />project constitutes the next phase of the PUD approval granted at that time. <br />Analysis <br />Parking Ramp Design. As shown on the submitted site plan, the proposed parking <br />ramp will be located on the south side of the existing parking lot and replace an existing <br />surface parking lot. Access to the ramp is provided from the existing at -grade parking <br />lot to the top deck, and from the perimeter driveway on the south end of the new deck. <br />The deck will extend approximately 14 feet above the existing grade level, including a <br />perimeter wall. The elevation of the deck parking surface will be approximately 10 feet <br />above the surface parking area. This detail should be clarified — staff would recommend <br />a minimum wall height of 4 feet to ensure that headlight glare is not visible to the south. <br />1 <br />13 <br />
