The area of the ramp devoted to parking is mostly open thereby allowing natural <br />ventilation. The proposed finish materials and colors, shown as brick and pre -cast <br />concrete ,are consistent with similar materials used throughout the St. Jude campus. <br />The elevation of the side walls with visual exposure to the south and west are covered <br />with brick that matches the existing building. <br />An increase in the overall site parking supply will prompt an increase in the number of <br />stalls which must be reserved for use by the disabled. The submitted parking ramp <br />plans do not illustrate any parking stalls intended for use by the disabled. As a <br />condition of PUD amendment approval, the applicants should demonstrate compliance <br />with applicable ADA parking requirements. <br />Landscaping. The applicants also show a line of trees (approximately 17 in the <br />provided sketch) along the south boundary of the parking area, helping to screen view <br />of the structure. The length of this tree line is approximately 300 feet, resulting in one <br />tree for about 18 linear feet. A more detailed planting plan should be provided by the <br />applicants as part of this submittal. <br />Site Lighting. The plans show that existing parking lot lighting will be relocated to the <br />ramp area, increasing height of the luminaire by about ten feet. As a condition of PUD <br />amendment approval, all exterior lighting should be arranged to deflect light away from <br />adjacent residential properties. <br />Stormwater. The additional paved area will be nominal, as the planned deck covers <br />existing parking lot area. Some additional pavement is being added along the west line <br />with the relocation of the perimeter driveway. <br />Issues related to stormwater management should be subject to comment and <br />recommendation by the City Engineer. <br />Recommendation <br />Based on the preceding review, Planning Staff recommends approval of the PUD <br />amendment subject to the following conditions: <br />1. The applicants demonstrate that ample off - street parking stalls are provided <br />for disabled persons (as a result of the expanded on -site parking supply) in <br />accordance with ADA requirements. <br />2. All exterior lighting be arranged to deflect light away from adjacent residential <br />properties. <br />3. The south building ramp elevation is covered with brick as proposed, and <br />includes a wall height adequate to screen any headlight glare. <br />4. The landscape plan is finalized to specify plant quantities and sizes. <br />Compliance with the City's minimum requirements. <br />2 <br />14 <br />
