£LctAlHC ilss0a111ts <br />1RUc nORIII <br />August 18, 2011 <br />File: 120152E -0240 <br />Honorable Mayor and Council Members <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: TH36 / RICE STREET PARK & RIDE <br />CITY OF LITTLE CANADA <br />Dear Mayor and Council Members: <br />We have reviewed the 90% submittal for the Rice Street Park and Ride proposed to be <br />constructed in the northeast corner of the Rice Street and County Road B intersection. <br />The Park and Ride facility would provide for 270 parking stalls and a bathroom facility for <br />bus drivers only. Vehicle access to the Park and Ride would be from County Road B. <br />The submittal consisted of a soil boring report, stormwater narrative and calculations, <br />and 90% complete construction plans. Based upon our review we would offer the <br />following comments for Council consideration. <br />Plans <br />1. We have provided the standard City construction details to the Engineer and they <br />should be updated in the final plan set. <br />2. All storm water entering infiltration areas must be pretreated for sediment <br />removal prior to discharge to the practice. Sumps or sediment removal <br />structures should be added to accommodate this requirement. Sumps are <br />currently shown for some of the structures, but should be added at the last <br />structure prior to entering the main pond and the underground retention system. <br />It is unclear if the second structure from the east on the south side of the tree <br />swale is directed to the swale or the underground retention system. If it is <br />directed to the swale it should also have a sump shown. <br />3. Seeding is proposed for the large pond slope and we had previously <br />recommended plug plantings be utilized to ensure sufficient establishment since <br />the pond areas will receive stormwater shortly after construction. Metro Transit <br />has proceeded with seeding and this area should be monitored for sufficient turf <br />establishment before the project is closed. A maintenance agreement for the turf <br />establishment and the continued maintenance of the infiltration practices should <br />be executed with the City.
