Honorable Mayor and Council Members <br />August 18, 2011 <br />Page Two <br />4. The boulevard area between the Park & Ride facility and the public streets is <br />proposed to be largely trap rock. The applicant should specify if the rock will be <br />placed on the ground or if a plastic or impervious barrier will be used as this will <br />affect the stormwater runoff from the site. <br />Other Comments <br />The following comments were previously provided to the applicant and still need to be <br />addressed prior to final approval from the City. <br />1. Permits and approvals will be required from Ramsey Washington Metro <br />Watershed District, Ramsey County, and Mn /DOT due to the location and extent <br />of the improvements. Copies of approvals from these agencies will be necessary <br />prior to final approval. <br />2. While the site lies within the Ramsey Washington Metro Watershed Districts <br />jurisdiction, the water from the site discharges into the Capital Region <br />Watersheds boundaries. Therefore we have asked them to review and comment <br />on the proposed improvements. We would recommend that the City require any <br />concerns Capital Region Watershed may have be addressed prior to final <br />approval. <br />3. The site will drain into the wetland on the east side of the site. The applicant will <br />need to provide documentation on the wetland outlet and determine the effects <br />the increased drainage will have on the wetland. It is our understanding that the <br />applicant is working with Capital Region Watershed on this matter. <br />In addition to the above, the applicant will also need to provide storm sewer system <br />calculations for review prior to final approval.
