Honorable Mayor and Council Members August 18, 2011 Page Two 4. The boulevard area between the Park & Ride facility and the public streets is proposed to be largely trap rock. The applicant should specify if the rock will be placed on the ground or if a plastic or impervious barrier will be used as this will affect the stormwater runoff from the site. Other Comments The following comments were previously provided to the applicant and still need to be addressed prior to final approval from the City. 1. Permits and approvals will be required from Ramsey Washington Metro Watershed District, Ramsey County, and Mn /DOT due to the location and extent of the improvements. Copies of approvals from these agencies will be necessary prior to final approval. 2. While the site lies within the Ramsey Washington Metro Watershed Districts jurisdiction, the water from the site discharges into the Capital Region Watersheds boundaries. Therefore we have asked them to review and comment on the proposed improvements. We would recommend that the City require any concerns Capital Region Watershed may have be addressed prior to final approval. 3. The site will drain into the wetland on the east side of the site. The applicant will need to provide documentation on the wetland outlet and determine the effects the increased drainage will have on the wetland. It is our understanding that the applicant is working with Capital Region Watershed on this matter. In addition to the above, the applicant will also need to provide storm sewer system calculations for review prior to final approval.
