parking regulations of the Zoning Ordinance. <br />13. The property, including buildings and exterior site areas, shall comply with all <br />applicable fire codes. <br />14. All lighting shall be hooded and so directed that the light source shall not be <br />visible from the public right -of -way or from neighboring residential uses, and <br />shall be in compliance with Section 903.020.1 of the Zoning Ordinance. <br />15. All other provisions and requirements as deemed necessary by the City <br />Council. <br />16. The applicant complies with the provisions of Section 921 of the Zoning <br />Ordinance. <br />The applicant has submitted a plan that shows proposed screening and fencing in a <br />section view. The plan proposes a six -foot chain link fence surrounding the 1 -1 portion <br />of the property, outside of which the applicants would plant a "native mix of shrubs, <br />grasses and perennials" in a six -foot wide strip all along the east boundary of the <br />property, adjoining the waterworks trail. <br />The applicant's plan does not specify the mix or number of planting materials proposed. <br />A more detailed planting plan should be required as a condition of, or prior to final <br />approval by the City Council. There are also existing plantings on the site resulting from <br />the original site development that would be retained as a part of the proposed project. <br />With regard to the fence, the plans show a six -foot tall chain link fence. Although the <br />plans do not specify, the fence drawing appears to show arms on top of the fence, <br />facing outward, that could support barbed wire Barbed wire is allowed in industrial <br />districts on arms between 6 feet and 8 feet in height, inward toward the enclosure. <br />The applicants have not submitted information on the following items: <br />• Proposed lighting. The ordinance specifies that where lighting is proposed, it <br />must be identified on the approved site plan, and be in compliance with code <br />provisions. <br />• Storage layout. While the layout of the proposed automobile storage does not <br />need to meet normal parking lot dimensional requirements, the outdoor storage <br />section provides that the layout must show access aisles at least 20 feet in width <br />for fire protection. The applicants should revise their site plan to provide this <br />detail, and confirm with the City's fire department that the layout meets fire <br />protection standards. <br />The primary potential issue relates to size of the storage area. The 1 -1 District (on <br />which the storage is proposed, consists of an area about 98,445 square feet (2.26 <br />acres) in size. In the 1 -1 District, storage is allowed on up to 60% of the lot area, <br />meaning that the storage area could be up to 59,067 square feet (1.36 acres). The site <br />plan shows all of the 1 -1 area fenced in for storage, with the exception of only about 6.6 <br />percent reserved for landscaping along the east boundary. <br />The southern I -P portion of the site consists of approximately 163,800 square feet (3.76 <br />acres). In the I -P District, up to 10% of the lot, or 25% of the floor area size, may be put <br />to outdoor storage use. The building size is about 25,800 square feet, yielding an <br />allowance for up to 6,500 square feet of outdoor storage, although the applicants have <br />
