MINUTES <br />CITY COUNCIL <br />AUGUST 29, 2011 <br />AWARD BIDS <br />FOR COUNTY <br />ROAD B -2 <br />LANDSCAPING <br />PROJECT <br />conversion of warehouse space to more active uses could trigger <br />additional SAC fees. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -8 -174 — APPROVING THE REVISED <br />SPENDING PLAN FOR TIF DISTRICT NO. 3 -2 AS PRESENTED BY <br />THE CITY ADMINISTRATOR AND APPROVING THE REVISED <br />LOAN DOCUMENTS NECESSARY TO CLOSE THE LOAN TO <br />GRABA PROPERTIES IN AN AMOUNT UP TO $262,143.48 AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE THESE DOCUMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the initial estimates for landscaping <br />the corner of County Road B -2 and Rice Street were $90,000. That <br />initial estimate did not contemplate the addition of a screening wall along <br />the north side of County Road B -2. Revised estimates are now at <br />$180,000 for the total project. The Administrator indicated that the <br />agreement with St. Jude Medical was that any cost over the original <br />estimate would be paid by them. The Administrator suggested that before <br />finalizing the bid award, that St. Jude Medical be contacted to ensure they <br />are in agreement. <br />The City Engineer reviewed his report dated August 29, 2011 reporting <br />that 8 bids were received for this project. The bids range from <br />approximately $174,000 to $214,000. The Engineer stated that based on <br />the numbers received, these are competitive bids. The Engineer reviewed <br />the history of the project and the addition of the screening wall to this <br />landscaping project. He noted that the wall will be 4 feet in height and <br />planted with 5 foot tall junipers. An irrigation system was also added to <br />the project. The Engineer then reviewed some options for reducing the <br />project costs which include seeding rather than sod, the likelihood that no <br />additional perimeter erosion control will be needed, the likelihood hat no <br />topsoil borrow will be needed, the use of hardwood much in a natural <br />3 <br />
