MINUTES
CITY COUNCIL
AUGUST 29, 2011
color, and the chance that the square footage of the wall can be reduced
based on the wall design that would be submitted by the winning
contractor. This savings could be as much as $10,000 to $15,000.
Blesener asked the differences between Bid Alternate 1 and 2. The
Engineer reported that Alternate 1 specs a retaining wall similar to that
being used as part of the Rice Street project. Alternate 2 is for a different
type of wall using a larger block that looks like four sections in one. The
Engineer recommended that if the City moves forward with the project,
that Alternate 1 be awarded matching this wall to the Rice Street project.
Keis clarified that any cost over $90,000 for this project would be paid by
St. Jude Medical. St. Jude agreed to provide $650,000 in funding over the
initial budget amount. This entire project falls within the $650,000, but is
well under the limit. He also would want to verify that St. Jude is
agreeable and will provide the appropriate reimbursement.
The Council discussed the fact that given an irrigation system is being put
in place, it would be feasible to seed the project rather than sod. It was
also noted that the cost of the irrigation system was reduced through a
reduction in sprinkler heads. However, this will result in the sidewalk
getting wet during when the system is in operation. It would be set on a
timer to go off during the early morning hours, thus walkers /bikers would
not be impacted.
The Council also discussed the mulch and agreed that natural colored
mulch should be used.
Keis asked who will maintain this area. The City Administrator reported
that the Parks Department will maintain the area south of the wall, and
Terrace Heights will mow the area north of the wall.
Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO. 2011 -8 -175 — AWARDING THE BID OF
HOFFMAN & MCNAMARA CO., BASE BID WITH ALTERNATE 1,
IN AN AMOUNT NOT TO EXCEED $173,980.20 FOR THE COUNTY
ROAD B -2 LANDSCAPING PROJECT WITH MODIFICATIONS TO
THE PROJECT TO INCLUDE SEEDING RATHER THAN
SODDING, THE USE OF NATURAL COLORED MULCH, AND ANY
OTHER MODIFICATIONS TO REDUCE THE COST THAT THE
CITY ENGINEER FINDS FEASIBLE, AND SUBJECT TO ST. JUDE
MEDICAL SIGNING OFF ON THIS PROJECT
4
