MINUTES <br />CITY COUNCIL <br />AUGUST 29, 2011 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />CONCEPT Mr. Reg Plowman, R.J. Marco Construction, appeared before the Council <br />PROPOSAL and reported their interest in marketing the City's property at Rice Street <br />FOR and Viking Drive as a professional building, likely either a medical or <br />RICE/ dental clinic. He presented the Council with a conceptual lay -out of the <br />VIKING site which includes a 7,500 square foot building with an EFIS exterior, <br />DRIVE brick on the bottom, and a sign statement on the front that would also be <br />PROPERTY — constructed of EFIS. Plowman indicated that he tried to work a two -story <br />R.J. MARCO building on the site, but it was not possible given the City's parking <br />requirements. Plowman noted that the Viking Drive turn -back right -of- <br />way cannot be used as part of this building site as there is a watermain <br />running through it, unless the City was willing to change the water service <br />through this area. Plowman also noted that there is not a lot of room for <br />on -site ponding; therefore, it is likely that they will have install a below <br />asphalt storage for run -off given the site is over 1/2 acre. <br />Blesener stated that his preference is to see development of the site similar <br />to what R.J. Marco is proposing versus a fast -foot restaurant. The <br />question is the value of the land. Blesener noted that the City <br />Administrator informed him that the City has had a recent inquiry about <br />the property, but it was for a fast -food use. It was noted that there is a <br />restriction on the property that any fast -food usage could not be burgers. <br />Plowman presented the Council with a proposed proforma for the concept <br />development, and pointed out that site improvements are projected as <br />higher than typical given the need for underground treatment. Plowman <br />reviewed the proforma in detail. Plowman pointed out that R. J. Marco <br />owns property in the area and would like to develop this corner site. He <br />felt that the type of development on this corner was important to the <br />identity of the City and the area. He indicated that he has avoided <br />consideration of a retail center for the site. Plowman reported that he also <br />worked on a couple of layouts for a bank, but could not get the stacking to <br />work given site constraints. <br />Blesener asked why type of commitment R. J. Marco was looking for. <br />Plowman reported that they would market the site with no commitment <br />from the City, but asked that should another proposal be made, that they <br />be notified before the City would finalize a purchase agreement with <br />another developer. Plowman stated that R. J. Marco would like to market <br />the property and see if there is any interest. If so, they would come back <br />5 <br />
