MINUTES <br />PARKS & RECREATION COMMISSION <br />SEPTEMBER 1, 2011 <br />SPOONER <br />PARK — <br />CANADIAN <br />DAYS <br />Sanders indicated that he will put some maps together depicting both <br />existing and needed right -of -way for the Commission's review. He noted <br />that there is adequate room for the off - street trail, but in some instances it <br />may impact landscaped areas or parking lots along Country Drive. <br />Maida asked if the City would purchase the needed right -of -way or utilize <br />eminent domain to acquire it. Sanders indicated that the hope would be <br />for a voluntary acquisition, but the City does have the ability to utilize <br />eminent domain for an improvement of this type. <br />Fahey noted that most of the uses along Country Drive are business uses. <br />Slain indicated that the striping that was done provides a more defined <br />shoulder area. Lolmaugh agreed. The Director indicated that it keeps the <br />traffic closer to the centerline of the street providing more room for <br />walkers and bikers. <br />Fahey reviewed the discussion at the workshop meeting with the Council <br />relative to Canadian Days' request to flatten the hill in Spooner Park. She <br />noted that several options were reviewed at that meeting which would <br />give Canadian Days additional usable space. Options include the <br />following: <br />o Changing the layout of the Celebration to maximize use of <br />the park; <br />o Clearing brush on the western edge of the park; <br />o Relocation of playground area and sand volleyball court; <br />o Filling of park to create additional flat area. <br />Sanders reported that at the workshop it was learned that Canadian Days <br />is looking for additional space for vendors as much as it is looking for <br />additional space for the car show. He felt that the primary area around the <br />picnic shelter was more important than having additional space further <br />back into the park. Pushing some of the rides further into the park would <br />help free up space near the shelter. <br />It was noted that there is a lot of buckthorn and scrub material that could <br />be cleared out from the corner of Centerville Road and Eli Road to the <br />east into the park. Sanders agreed and felt it was worthwhile looking at <br />cleaning up that area. He also noted that there is an old house foundation <br />in that wooded area, and it might be of interest to do an interpretive <br />review of that old home site. Fahey questioned how cars would get in and <br />out of the park if the Celebration is expanded toward the west. Sanders <br />showed a map of the area and described how access could work. <br />2 <br />
