MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2011 <br />Upon motion by McGraw, seconded by Keis, the public hearing was <br />closed. <br />Blesener stated that he would like to see the park and ride project delayed <br />until the bridge project is completed and fully operational for a period of <br />time. However, the appropriate traffic studies have been done; the County <br />has reviewed the project and has no objections; and St. Jude Medical does <br />not have any specific concerns with the project. Blesener stated that he <br />can understand the concerns raised by the Roseville townhome owners. <br />Blesener noted that the park and ride will benefit the entire community. <br />He indicated that he is on the Rush Line Committee, and the efforts that <br />are being made to reduce traffic. Keis noted that parking and ride <br />facilities help in saving fuel and reducing greenhouse gases. <br />Blesener felt improvements could be made to the employee restroom <br />building. Montour stated that he has mixed feelings on the park and ride <br />proposal as he did not want to see the entire hill taken down or the loss of <br />so many trees. However, the park and ride is an amenity for the people <br />who want to use it, and may bring in customers for local businesses. <br />With regard to comments about the two holding ponds that are part of the <br />bridge project, Keis indicated that these areas will be seeded and <br />landscaped. The City Administrator agreed, and indicated that it is his <br />understanding that there is a lot of landscaping work yet to be done as part <br />of the bridge project. <br />McGraw agreed that there is a need for park and ride facilities, but was <br />concerned with the timing of the project. He noted that the bridge project <br />is just being completed and it would have been preferable to observe how <br />this area will function before a park and ride was proposed. McGraw was <br />not concerned about the landscaping. He indicated that trees will come <br />down, but will be replaced with better trees. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -8 -158 — APPROVING A CONDITIONAL <br />USE PERMIT TO ALLOW A PUBLIC REGULATED PARK AND <br />RIDE FACILITY AT THE NORTHEAST CORNER OF RICE <br />STREET AND COUNTY ROAD B BY METROPOLITAN TRANSIT <br />CONTINGENT ON WATERSHED APPROVAL, AND SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY <br />PLANNER, CITY ENGINEER, AND PLANNING COMMISSION <br />11 <br />
