MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 2011 . <br />Duray asked about lighting. He noted that businesses in Ryan Industrial <br />Park have had problems with vandalism. Mangine agreed that lighting is <br />an important component of security. He indicated that the site is currently <br />well lit, but stated that the County will comply with any requirements of <br />the City. The City Planner indicated that the City's typical lighting <br />standards are 1/2 candle foot at the property line. Mangine indicated that <br />the County will have a lighting analysis done and make any modifications <br />to existing lights as are necessary. <br />Duray asked about screening. Mangine reported that the fencing will be <br />chain link and explained that there is a berm on both the north and west <br />property lines that provides screening. Additional screening is provided <br />with landscaping, which the County will supplement as necessary. <br />Knudsen noted that adding slats to the fence would be an aid to the person <br />trying to break into the facility. Knudsen felt that tasteful screening would <br />be good, but indicated that there needs to be visibility into the site. <br />Mangine also pointed out that the Sheriff's Department may add a <br />substation at this site, which will provide a police presence, thus an <br />additional deterrent. <br />Duray asked if vehicles towed in snow emergencies would come to this <br />site. Mangine replied that they would not. The County has a contract with <br />a towing company, and vehicles towed during snow emergencies go to the <br />contractor's lot. <br />Barraclough asked if confiscated vehicles would be brought to this facility <br />24 hours per day /7 days per week. Schrier replied that they would, <br />however, typical confiscations occur after the bars close and people are <br />picked up for DUI. There will be staff on -site during the day to release <br />vehicles to people. Schrier also pointed out the in and out traffic to this <br />site if it serves as a substation. <br />Barraclough pointed out that there is a residence to the west and suggested <br />that care be taken with how the site is lit so as to not adversely impact this <br />residence. Schrier stated that they do not want to over -light the site as that <br />results in a poorer quality picture from security cameras. <br />Duray felt that the proposal fit the area. He indicated that if the amount of <br />outdoor storage is reduced to meet the Code, he would support the <br />proposal. Knudsen noted that the City has tried to limit outdoor storage, <br />but indicated he would support this proposal as it consists of the storage of <br />operable cars in an orderly manner. Knudsen felt that having an added <br />law enforcement presence was a good thing for the City. He suggested <br />that some work he done on a landscape plan and the lighting plan, and that <br />the size of the storage area be reduced prior to the Council meeting. <br />-4- <br />
