MINUTES PLANNING COMMISSION SEPTEMBER 8, 2011 Duray recommended approval of a Conditional Use Permit to allow outdoor storage of motor vehicles at 5 South Owasso Blvd. as proposed by Ramsey County Property Management subject to compliance with the recommendations of the City Planner as outlined in his September 1, 2011 report. Motion seconded by Knudsen. Motion carried 7 — 0. The Commission discussed the 10 -foot fence versus 8 -foot fence with barbed wire and there consensus was in support of the 10 -foot fence. Duray recommended approval of a Conditional Use Permit for a special purpose fence to be constructed of chain -link, 10 feet in height, around the outdoor storage area at 5 South Owasso Blvd. given the need for security at the County's impound facility as well as improved aesthetics given the alternative would be an 8 -foot fence with barbed wire. Motion seconded by Knudsen. Motion carried 7 — 0. PURCHASE The City Planner reported that the Planning Commission has been OF 3046 requested to make a determination as to whether the acquisition of LABORE property at 3046 LaBore Road is consistent with the City's ROAD Comprehensive Plan. The Planner noted that the site is currently for sale. There is a planned trail improvement which, when developed, would cross the back of this property. That trail would connect the powerline trail on the north and run south to the Gervais Woods development. If the City acquires the site, it would take the land necessary for the trail and then sell the remaining land as a single- family home site. There is currently a home on this property, however, given its state of disrepair, is likely to be demolished. Knudsen moved to declare that the City's acquisition of 3046 LaBore Road for the purpose of obtaining land for trail development is consistent with the Comprehensive Plan of the City of Little Canada. Motion seconded by Pechmann. Motion carries 7 — 0. -5-
